The regular monthly session of the Council was held Monday evening October it, 1881.— Members present, Chief Burgess Alger, in the chair and Councilmen Gordon, Holcomb, Keelcr, Rabin and Spalding. The minutes of last regular and special meetings were read and approved. A petition was presented asking that the health destroying properties of Messrs. Day tons hide house ou water street be removed" and the nuisance abated. On motion it was ordered that noiice be served on Mr. Dayton to cleanse and purify the locality without delay. A petition was presented by Messrs. L. Els bree and J. P. Sanderson for the grading of Locust Avenue, North William and Center streets. After some informal remarks and making an estimate of the expense, Mr. Hol ooinb moved to postpone action on the petition for the present,and on suggestion of Mr. Rahra the Council agreed to meet on the ground to morrow, the 4th. inst., at 4 o'clock, p. in., and examine as to the propriety or necessity for granting the prayer of the petitioners at present. By Councilman Bahrn: Jtesolved, That the street commissioner be and is hereby authorized to put down a good crossing from the Ward House to the Mereur block, at such point as the street com mittee may direct. The Fifth Annual Encampment of the Posts of the Grand Army of the Republic of Bradford and adjoining counties and the re union of the soldir rs and sailors will he held in East, Towanda, on the Fair Ground on the 11th. 12th and 13th of October, 1881. 2. All Posts, Military Companies. Soldiers, Sailors and Marines are invited to be present and participate in the encampment. 5. A general invitation is also extended to citizens who have an interest in the re-union and as visitors. Their presence heretofore has been a pleasant and agreeable feature of our encampment and we again offer them a sol dier's greeting and bid them come. 4. Comrades to provide themselves with three days cooked rations, blankets, towels, and as far as possible with tents. 5. All the Posts, Companies, etc.. are re quested to report at headquarters by 1 o'clock p. in., Oct. 11 tli, and will make out duplicate rolls of their commands, one of which they will hand to the Adjutant of the en campment, on reporting, and the other to be retained as the muster roll of the com mand. C. Soldiers, etc., not members of any Post will attend with the Post they may choose or organize in separate companies, and elect, their own officers, provided they number twent v or more. T. The exerei-e* will consist of drils, guard mounting, dress parade, sham battles, court marlials, songs, speeches and camp sports. 8. Distinguished speakers will lie present and deliver addresses. 0. Commanders of Posts and companies will he held responsible for the eonduct of the men under their charge and are especially urged to prohibit intoxica tion so far a possible. 21. We extend a cordial invitation to the public generally, the ladies, and all who feel an interest in such a re-union, and we hope and trust that t his annual gathering may fos ter a spirit of fraternal good will and patriot ic impulses that will be cherished in all our active life. 12. Lillie Post will be mounted and act as escort from Towanda to the camp ground in the forenoon of the first day. 13. Guard mount immediately after enter ing camp. FRANK AMMKRMAN, Com. CHAS. IIINTON, Adj't. Crystal Lodge, No. 57, Knights of Honor of this place, have reduced their initiation fee from SIO.OO to $5.00. This Lodge now has a membership of over 90 members, composed of our best citizens, and pays to the Widows and Orphan's Benefit Fund at each assess ment over SIOO. It gives its members an in surance of $2,000, which has cost on an aver age, since the foundation of the order, $ll.OO per vear and pays a sick benefit of $3 per week in case of sickness or disability. Soldier's Encampment. At East Towanda, Tuesday, Wennesday and Thursday, October 11,12 and 13, 1881. {Circular.] The time is drawing near for the annual encampment of the Grand Army and the sol diers and sailors of this and adjoining coun ties, it being October 11th, 12th and 13th. The commander wishes to inform the comrades that every effort on his part, is be ing put forth to make it a success and lie wishes the co-operation of every soldier in the county. Unlooked for delays in making announce- j ments have occurred and could not be avoi- i ded. But at last we have almost completed i arrangements for one of the best speakers in the country, and many of the prominent gen- j erals of the late war have been invited, and | it is believed from the favorable replies that j a large number of them wili be present. Capt. Olmstead's Battery L., 7th division, N. G. of N. Y., of Bingbamton, with fifty men two pieces and a band of music, are de sirous of attending the encampment, and the arrangements are so far advanced that there is hardly a doubt that they will lie fully com pleted, and the battery join us during the en campment. The Owego Zouaves have been invited and will no doubt be on hand. The Franklin Guards, of Athens, are also expected to attend. Each Post in the county is making strong efforts to turn out in large numbers and un der good discipline. It is now believed that this encampment will be the largest gathering of the kind ever eld in Towand a. Full announcements will be given next week. Let everybody prepare for a good time.
