Gen. Louis Wagner has withdrawn
from the contest for renomination to the
office of Recorder of Deeds. In his let
ter of withdrawal he gives his reasons :
PHILADELPHIA. September 17, 1881.
Some weeks since one of our leading
dailies published the following:
•'The workings of the new rules have appalled
some of the prospective candidates for city offices.
It is necessary to visit nearly every division in the
city. According to the code of ethics in vogue in
the polities of to-day, a candidate should liuve a
silver mine at his back, a drinking capacity equal
to the camel, and be able to smoke like the stack of
an iron furnace."
Conscious that I posess none of these
qualifications for public oflice, and of a
determination not to acquire the two lat
ter, I entered upon the campaign for re
nomination as Recorder of Deeds, deter
mined to prove the foregoing statement
an error, and to show that strict atten
tion to official duties would receive the
commendation of the people at large as
it had the indorsement of those having
business at this office.
Tiie result has disappointed me: not
only is a personal canvass of the charac
ter indicated absolutely needed, but when
made it >s rendered substantially useless,
and the will of the people is set at naught
by the power and iuflueucc of a few men
who have determined that the results in
the several election divisions so far as
they can shape them, shall lie adverse to
me.
As the coming campaign will demand un
trainineled action from all intelligent vot
ers, I am not willing to be bound by par
ticipating in a convention whose decision
is a foregone conclusion, and which
meets only to publish the behests of
those who have designated so over
whelming a majority of the delegates
that any contest there would render the
opposition an object of ridicule.
1 am also unwilling that any of my
friends should by supporting me, place
themselves in antagonism to those to
whom they owe their positions, incur
ring risks of loss of place without com
pensating advantages, in a coutest the
result of which is, under existing condi
tions, hardly doubtful and therefore take
this mode to inform the voters of' Phil
adelphia that I am no longer a competitor
lor the Republican nomination for the
ofilce of Recorder of Deeds, and that my
name will not be brought before the Con
vention to be held on Wednesday next.

The General is a temperance man from j
principle, and when any custom comes in
conflict with his conscience he is certain
to stand by his precepts, even though it
be his pecuniary and political loss. lie
will be honored for the bold stand he lias
taken.
The Grand Army of the Republic has
issued the following order in consequence
of the death of General Buruside: Death
with a sudden hand has striebon our hon
ored comrade, Ambrose E. Buruside, for 1
two years commander-in-chief of the
Grand Army of the Republic. lie fell, as
the true soldier would fall, in full armor
and at the post of duty. Frank, brave,
magnanimous, lie won the hearts oi thou
sands whose love and grief will be a
dearer tribute to his memory than the!
proudest ehaplet which fame can lay upon 1
his grave. Officers of the staff" of the!
Commander-in-chief will wear crape on
the left arm on all public occasions,
when on duty during the next thirty days.
We have a suggestion for the Indepen
ents ol' this State who honestly desire to
puuisli the bosses for putting Senator
Davies aside at the late Contention.
Let his friends organize and present his
name to the Convention next year as a
candidate for Governor. The prominence
his candidacy this year has giyen him
would make him a formidable competitor
for the place, and if the Independents
are as much in earnest as t licy profess,
might compel his nomination and thus
put the administration for once in the
hands of a leading Independent.
During August ">(5,700 emigrants arriv
ed in the United States.
Let it be rememberen that the Michi
gan sufferers, for whom an appeal for aid
has been made, were a hard-working,
thrifty class, in inauy cases laboring to
develop new country, and adding to the
general wealth by their industry, before
the ravages by fire, from which they are
now suffering, occurred. They are there
fore, especially deserving of material aid
as well as sympathy.
i There have always been, there are now
and it is likely there always will be
. chronic croakers and mischief makers in
every political party. They do not repre
sent any faction, their chief occupation
; being "fault-finding." But in the Ucpub
lican party they have never been and are
not now an important factor; nor are
I they capable of much harm if not magni
fied into an importance which does not
• attach to them.
The live per cents received for redemp
tion now amount to #21>,551,000.
