Republican County Convention.
Pursuant to a resolution passed by the Republi
can County Committee in session Friday June 24,
1881, the Convention of the Republican party for
1881 will convene at the COURT HOUSE in TOW
ANDA BOROUGH on TUESDAY, SEPTEMBER
a, at ONE O'CLOCK, P. M., to make the following
nominations for county officers, to wit:
One person for Sheriff.
One person for Prothonotary, &c.
One person for Register and Recorder, See.
One person for Treasurer.
Two persons for County Commissioners.
Two pel-sous for County Auditors.
And for the transaction of any other business that
may come before the convention.
The Committees of Vigilance of the several elec
tion districts will call primary meetings at the usual
places of holding Delegate elections for their re
spective districts, for SATURDAY, SEPTEMBER
3D., 1881, to elect by BALLOT two delegates to
represent each district in said county convention.
The delegate elections in the BOROUGHS will
be organized at SIX O'CLOCK, P. M., and be kept
open continuously, to close at 8 o'clock, p. m. In
the districts of Barclay, North Towanda and Ath
ens District No. 3, from FIVE O'CLOCK, P. M..
continuously until 7 o'clock p. TO., at which time
they shall close. And in all other townships from
THREE o'clock, p. in., continuously until FIVE
o'clock, p. on., at which time they shall close. The
votes shall then be counted and the result certified
by the proper officers of said meetings to the Chair
man of said Convention and a copy delivered at
once to the delegates elect.
The Committees of Vigilance are particularly re
quested to give at least three weeks' written or
printed notice of the said primary elections, end to
carefully observe the above rules in conducting the
aid primary meetingr.
Only Republicans can participate in said meet

A correspondent writing from Ilarris
burg on the State Treasurer question
says: Since the announcement that Sen
ator Lawrence would not be a candidate
for State Treasurer, Senator Davies of
Bradford county has been widely men
tioned for the position. lie did not be
come a candidate through any action of
his own hut through the repeated ex
pressions of friends in the Legislature,
lie Is very popular among his associates,
and is respected by num of all wings and
factions. His county is located in a sec
tion which was very warmly in favor of
Mr. Grow for U. S. Senator, and after
Mr. Grow's withdrawal Senator Davies
continued to act with the Independents
in obedience to the general sentiments of
his constiiuents. But he was at the same
time so moderate, reasonable and consid
erate that he retained the good will and
friendship of the members on the other
side, and those who are favorable to his
nomination arc found among the Regu
lars as well as the Independents.
It has been widely supposed that Sena
tor Davies would not encounter any seri
ous opposition. But within the past few
days there are evidences of a movement
to bring forward another candidate. The
"Regular" managers are grooming Gener
al Bailey of Fayette for the race. They
say they have no personal objection to
Senator Davies, but put it upon the ground
that some of the Regulars will not sup
port him. They urge in favor of Gene r
al Bailey that he is a new •man, that he
has not been involved in any party con
tests, and that he has a good record as a
soldier. He commanded one of the Penn
sylvania regiments and at the close of
the war was made a brigadier general.
The only civil position he has held was
that of delegate to the Chicago conven
tion where he was one of the 30f that
voted for Grant. He is now a merchant
and stands high as to character and in
tegrity. Whether this movement will
lend to a contest in the convention re
mains to be seen, some of the Regulars
are committed to Senator Davies, and
will support him whatever course may be
taken by their leaders. If he goes into
the convention as a candidate, he will
have a large body of friends, and those
who are now planning a different campaign
may And it impossible to beat him.
There is a general desire to avoid a con
iiict in the convention, and a general pur
pose, whoever is nominated, to carry the
State. All the managers feel the Impor
tance of winning this battle preparatory
to the great struggle of next year, aijd
there is nowhere any disposition which
was feared a while ago to allow the elec
tion to go by default. The Republicans
are united in the determination to elect
the treasurer this year and the governor
next.
Dr. Hammond's comments on the Pres
ident's case have excited indignation in
official as well as private circles. It is
stated that as Surgeon General on the re
tired list he is liable to be court martial
ed for speaking disrespectfully of Surgeon
General Barnes who is one of the Presi
dent's attending surgeons.
In the September Scribner Mr. Albert
Stickney concludes his important and
timely series of three papers on the re
form of elections and office-holding, in
which lie set forth a tersely radical sys
tem of reconstructing the election ma
chinery. The numerous letters which
have been elicited by Mr. Stickney's
somewhat revolutionary plan show the
profound interest which is felt in the
subject.
Seccetary Kirkwood talked very plainly
and intelligibly to the Indian delegation
in Washington 011 Wednesday and asked
that the Sioux should surrender some of
their land to the Poncas. The Sioux, af
ter consultation, not only surrendered
2.">,000 acres, but with an exhibition of
generosity and sympathy for their red
brethren which puts the mercinary con
duct of white men to the blush, refused
to take pay for it. There is evidently a
better side to some Indian natures if it
can only be reached.
