I TOWANDA, PA., July 10th, 1881. j GENERAL ORDER NO. 7. The Legislature at its last session passed a furth er supplement to thcMilitory Code of Pennsylvania, which has been promulgated by General Orders No. 9, from Head quarters National Guard of Penn sylvania. The following are among the provisions of Un said Act, approved June Bth, 1881: 1. That there shall he held once in every year an encampment of the National Guard, not to exceed eight days duration at such time and place as the Commander in Chief sliall direct; the annual in. spection by the Adjutant General, shall he made during said encampment; the troops shall be en titled to transportation, and subsistence, and be paid for live days only, as follows: Ist. Sergt, $3 00 ; Sergts. $2 00; Corporals $1 75; musicians and privates, $1 50 per day. Companies shall be in spected during the month of April or May, of each year, at their company rendezvous, for which no pay is allowed. 2. Sections 7, 9, 10,11, 12, 13, 14 and 15, of said Act reads as follows : That any soldier failing to appear upon any oc casion of duty to which he shall be ordered, by bis proper commanding officer shall be subject to trial l,y such Court Martial as the Brigade Commander inav direct, and upon conviction, failing to render good and sufficient cause therefor, shall be sentenc ed to pay a line not exceeding twenty live dallars, or upon his failure to pay such line within twenty da\ s, to a term of imprisonment not exceeding thirty days, as such Court Martial may direct. SECTION 9. That when the lines or dues imposed by the Company By-Laws, shall amount in -the ag gregate to live dollars, the person delinquent may be prosecuted before a regimental or battalion Court Martial, and upon his conviction or failure to present a satisfactory excuse, he shall be sentenced to pay the same, or <>u ids failure so to do, within twenty days after such sentence, to undergo an im prisonment not exceeding live dajs. SECTION 10. Every arm. uniform and equipment issued by the State, shall be used only in the dis charge of military duty, and any non-commissioned , officer or private, who shall willfully or wantonly, | injure or destroy any uniform, arm, equipment or other property belonging to the State, or the regi ment or battalion, or company, and refuse to make good such injury or loss, or who shall sell, dispose of secrete or remove the same with intent to sell or dispose thereof or who shall fail within six days after being notified to return the same to the Sta e or commanding officer, shall be tried by Court Martial, and sentenced t; pay a fine of not more than fifty dollars, or undergo an imprisonment in the county jail of not more than sixty days, and all clothing, camp and garrison equipments, ordnance, ordinance stores and quartermaster stores issued by the State or fabricates from material issued by the State, and charged against the company allowance, or for which commulation lias been paid, shall la th • property of the State of Pennsylvania. SECTION 11.' If any person shall knowingly and j willfully purchase .or receive in pawn or pledge, j any arm, accoutrement, article of military clothing, | or equipment, tent or fly or anj quartermaster or | ordinance store, the property of the State of l'enn- j svlvania, he shall he guilty of misdemeanor and j being convicted thereof in any Court of Quarter Sessions of tlte proper counties, shall la* sentenced to j an imprisonment not exceeding one e.n and i l.ni i not exceeding three inquired dollars. SECTION 12. The publication according to milita- •, ry usage of the printed or written orders, from or through regiment or battalion headquarters, by the company commander, or prescribed in the hv-laws, j am ouneing the duty to lie pel formed, shall be suf- j ficient warning to the officer or soldier directed to pi ri irm such duty. SECTION 13. That military duty shall require the attendance of commissioned officers, non-commis sioned officers, musicians and privates on all oeea sions of drills, parades, encampments and active service ordered by the commanding officer of the company, regiment battalion, brigade, division or the commander-in-chief or provided for by the com pauy by-laws, unless excused therefrom by the of ficer having authority to grant such excuses; and i that while on such duty, or going to or returning from the same, obedience shall be rendered to all j rules, regulations usages, customs and requirements of the army of the United States and of the code j and regulations of the State of Pennsylvania. SECTION 14. All lines and penalties imposed and | collected through the sentence of court-martial shall be paid to the Secretary of the Commonwealth. SECTION 15. That the keepers and wardens of all | county jails are required to receive and confine all military offenders when delivered under the proper j certificate of commitment of general or regimental ; court-martial or a field officer's court. 11. Attendance at drills, parades, encampments and such duty as is required by company by-laws is now demanded of all who are members of the National Guard, and those who do not render such | service will be dealt with as provided in above sec tions. 111. For the benefit oftliucommand,it is announc ed that the Annual Encampment forlSSl will proba bly be held at Wilkes Barre or Danville and contin ue for about seven days between the 10th and 25th of August. All members of the company should \ make the necessary and proper arrangements to be able to render such service, since none can now be 1 excused unless for sickness. The captain is requir ed to account, for all men on the rolls under oath and all men not present at the coming encampment | and inspection, will be reported absent without leave, unless excused on account of sickness or ab sence from the State. IV. Each man in tlie company shares in the cred it of receiving a good report for the company at the | next inspection and the colnniander therefore urge s j the attendance at all regular and special drills in or der that the company may equal if not excel in [ drill and discipline, any company in the Guard. V. All the members of the company will be re ; quired to attend rifle practice during the season, and if not in attendance on the regular days ap- I pointed for practice, will be required to attend at ' such special practice as may be fixed hereafter.
