Treasurer KINGSBURY informs us that lie has propositions to loan the borough money at 4 per cent, interest. Fortunately, howev er, the borough finances have been so well managed for the past few years that the debt has all been paid, orders pre now cashed on presentation, and the treasurer has no need of making loans to keep himself in funds. A FORMER TOWANDA FAMILY AFFLICTED. —We take the following account of the acci dental drowning of Master LLOYD, only son of our former townsman, S. ef. ASPINWALL, Esq., from the Hastings, (Minn.), Daily News, of June 4. The lad visited in this place with his parents last year. The be reaved family have the hearty condolence of their many friends in this community: Yesterday afternoon about half past three o'clock, the alarm was raised that Llopd As pinwall, the nine year old son of S. N. Aspin wa'l. of the Foster House, had fallen into the river from the fire engine pier at the foot of Rr isey street, and was drowned. The entire circumstances relative to the sad calamity are wrapt in mystery and for ever will be. Only a short time t .fore the alarm, Lloyd went in to t he dining room of the hotel, and asked for a lump of sugar, which was given him by one of the girls. He then ran out, and that was the last seen of him alive. The first in stance relative to his drowning, is recorded by one George Oakes, a young man, a laborer o*i the wheat burg at Van Inwegen's eleva or. Oakes informed us that having no work to do yesterday afternoon, he was leisurely walking down the railroad track, when he noticed two small arms extended from the surface of the water aud almost immediately disappear. At the same time he saw a straw hat floating on the water. Marshall Lloyd claims to have been a witness of the same circJinstance across the river, and lie linme dbilelv repaired in a boat to this fide, and did all within his power to find the body. Marshall says that when he noticed the arms extended from the water apparently for the last time, there were several men on the rail way track, and had they had courage enough 1 o have made the attempt* Lloyd could have been saved. On the other hand, Oakes claims f ere was not another person in sight when be noticed the nflbir, but lie soon saw two or three man aud called to them. They secured the hat, which proved to be Lloyd's, and by IMS only were the parents of Lloyd convinc ed that it was he that was drowned. It would appear that Lloyd, immediately afler leaving the hotel, went down alone and un seen to the river and by some mishap fell in. Mr. Swingler aud Marshal Lloyd got out boats and commenced dragging for the body, but at a late hour last night they had not se cured it. It is apparent that there was a care- Jess indifference manifested by the men on this side the river who were first wiinesses of the tragedy. If they bad possessed even the courage to have shouted for help, Lloyd might have been saved. Llocd was an unusually bright little fellow, " smart as a whip," being the title unanimou - lv bestowed upon him. He was a great fa vorite with the guests of the hotel and the ido< of bis home. Always a leader among his many playmates, he will be missed from their circle "with a sadness that will only grow deeper rs they grow older and never surren der from their tender hearts where it is now engraved. His parents aud sisters will have the deep est sympathy of Hastings in their affliction.
