The following extract from the inaugu ral of President Garfield, justifies the con fidence reposed in him by the agricultu rists of the country, whose interests have not heretofore received that considera tion at flie hands of the government which their importance demand. The emphatic declaration of the new admin istration that the producing class are not hereafter to be overlooked, will be re ceived with appreciation by the farmers of the country, and is another evidence of the profound wisdom of Gen. Garfield : "The interests of agriculture deserve more attention from the government than they have yet received. The farms of the United States afford homes and employment for more than half of our people, and furnish much the larger part of all our exports. As the Government lights our coasts for the protection of mariners and the benefit of commerce, so it should give to the tillers of the soil the lights of practical science and experience. Our I manufacturers are rapidly making us in dustrially independent, and are opening to capital and labor new and profitable fields of employment. "Our facilities for transportation should be promoted by the continued improve ment of our harbors and great interior waterways, and by an increase of' our tonnage on the ocean. The development of the world's commerce has led to an ur gent demand for shortening the great sea voyage around Cape Horn by construct ing ship canals or railways across the isthmus which unites the two continents. Various plans to this end have been sug gested and will need consideration; but none of them have been sufficiently ma tured to warrant the United States in ex tending pecuniary aid. The subject, however, is one which will immediately engage the attention of the Government with a view to the thorough .protection of American interest. We will urge no narrow policy nor seek peculiar or exclu sive privilege of any commercial route. But in the language of my predecessor, I believe it to lie "the right and duty of the United States to assert and maintain such supervision and authority over any inter-oceanic canal across the isthmus that connects North and South America as will protect our National interests." Two quite important public bills have been introduced in the legislature. One relates to boarding house keepers. Its main provisions are "that after the pass age of this act, proprietors of hotels, boarding and lodging houses, in addition to the remedies now provided by law, shall have the right to attach wages due or ©wing to such persons as may be in debted to them for boarding, not exceed ing foil.' weeks, and any sum so due may be attched, and shall not be paid to the defendant ttil the judgment so had for such amount as may lie due upon such attachment shall be satisfied, and justices of the peace shall have jurisdiction of at tachment in all casos for such purposes." As that act is very likely to become a law the dispensers of hash and cold meat will have due protection against dishonest customers. The other object of legislation to which we have referred is a bill to repeal the act which authorizes the market commis sioner to weigh and seize short weight butter, which has been reported favor ably to the House. Under the present law the butter thus confiscated is turned over to the directors of the poor. This certainly is a good law, and is obnoxious only to dishonest farmers who want to victimize the unsophisticated town peo ple with light-weight butter. Business Cards.
