cannot take up an asphalt pavement
and replace it with macadam, noi* can
lie mutilate or hack up the pavement to
make repairs or improvements without
permission of the proper municipal au
thorities. It is an accepted fact that
the highway pavement must be uniform
to be productive of the best results for
the benefit of every resident of the
street. •
"The relation of the shade tree to

something which benefits not only the
abutting property owner, but the entire
street. A man may plant a shade tree
along the tree line, but he does not own
it in the sense that he owns the trees

ity in U. S Steel at a substantial
fractional advance was the prominent*
feature of to-day's earlv trading. Oth
er market. leaders, notably Union Pa
cific, Canadian Pacific and Pennsylva
nia, showed seme hesitation, but soon
moved forward with the general list.
Specialties also were couspLcuous in the
rise. The local inaxket derived no en
j couragement from Ijondon, where all
| international securities showed heavi-«
ness, with severe declines in Reading,
Kries end Union Pacific.
Activity ceased soon after the open
ing and prices fell back, some of the
leaders, including Canadian Pacific,
Reading and Amalgamated Copper, de
clining to below yesterday's close. Tho

ments in the international situation
and intimations of a strain in interior

TO RECEIVE REWARDS FOR
DESTROYING A SUBMARINE
Mnrc.h 4, 2.40 P. M.—The
statement of the captain of the collier
Thordis, which arrived at Weymouth
two days ago, that his vessel had
rammed and destroyed a German sub
marine oil Beachy Head, appears to
have been substantiated. The captaiu
and crew of the Thordis probably will
receive in consequence rewards amount
ing to $5,800 which had been offered
'bv various agencies to the first mer
chantman which sank a submarine.
The Thordis went into dry dock at
Plymouth to-day. It was then learned
that one of her propeller blades had
been torn oft and that her keel was
damaged badly, indicating the force
with which the craft struck the sub
marine.
