M.- The "Daily Mail's" correspondent sends a dispatch dated Sunday behind the French left wing. He gives interesting, news of tlie conditions prevailing in this field of operation and says that since Thursday conditions for the al- j lies chtsnjfed for the worse, then ugaiu i for the better, and that their position at the time of geuding the dispatch was stronger than ever. "The fighting around Arras," says the correspondent, "has been exceed- S inglv severe since last Tuesday and | Lens has. changed hands at least three j times in as many weeks. If the Ger- I mans could succeed in bursting the ring at some part their desperate pro gram might prevail, but so far they have failed, and got their force* hope lessly scattered. "It would be absurd, however, for that reason to say that they are ncgli ble. On the contrary they are still capable of giving great trouble. Their cavalry lies in considerable numbers on the eastern end of IHassobrouck (32 miles northwest of 1/ille} and in the country surrounding Orchies (It! miles southeast of lalle). All their scatter ed forces in this region, however, are being slowly but surely shepherded in the right direction northeast while the forces threatening Hazehrouck nre be ing driven northward. In short, after weeks of furious lighting they have ac complished nothing worth recording." PALMYRA CITIZEN DIES Jeremiah Ranch Was Doorkeeper at U. 8. Treaaury liobanon. The pro vincial governments of Canada, re sponding to the appeal of the United Kingdom for aid in keeping up the i full capacity production in English and Welsh eoal mines, so there mav be no lack of coal lor the .British navy, have removed the restriction as far as mine timbers are concerned, that all wood cut on crown lands must be manu factured in Canada. Word to this effect will be received to-day by P. 8. Rids dale, of this city, executive secretary of the American Forestry Association. So many wood cutters from French forests which furnished the 20-year-old fir trees used as props in British coal mines were called to the French colors* that there has been a serious shortage in the supply. The action of the Cana dian provincial government will permit, i the immediate shipment to Great Britain of the trees so badly needed by the mines and will prevent the threat- Piled curtailment of coal production which would handicap naval opera tions. The British government is send ing a commission to Canada to investi gate the possibility of that country ! supplying the British Isles with the j timber needed.
