This penalty has heretofore been fifty dollars. The income tax to be levied for 'the next two years, is at the rate of two and a half per oenL upon all incomes' exceeding two thousand deb; lass. No person whose gross income does not exceed two thousand dollars, is required to make any return to the assessor; but the assessor has the power to makti an assessment according to his best; means of information, in cases where a person who - has an assessable income - neglects or' refuses to make a return, or makes a false and fraudulent return, and to add a penalty of fifty per cent., as under the former Jaw.
