Extracts from the Annual Report of the Saperin
tendent of Tioga Co.
We would not have the Common
School law changed to suit the particu
lar convenience of any Borough, town,
or county of the State. A very decided
speciality alone, in our opinion can
justify local legislation in any law
which extends its beneficent provision
over the whole State alike. By the
. judgment of many of the best educa
tors in the country, we have already
the best school law of any State in the
Union. In_ suggesting any measures
-therefore calculated to improve our sys
tem of• public • - instruction we ask no
special legislation, and no alteration of
the school law for the State unless in a
few of the details referred to, a change
would promote the good of the whole.
To our apprehension the system could be
worked more efficiently if
1. The Board of School Directors
were reduced to three, and they were
Paid for their services as Supervisors
are now paid.
2. The County Superintendency were
either abolished, and town Sup'ts "sub
stituted. Or sonic - provision were
made for assistance in- large counties
where the schools exceed 200, for the
more thorough visitation of the schoOls.
i. The salaries of Sup'ts should•lbe
regulated by some uniform. standard
throUghout the State.
4. To secure a greater, and more uni
form attendance of the scll 01 a
teachers should have a pecuniary in
terest in keeping up their i schools. For
this purpose we know of no method
more economical for the Directors, en
couraging and just to the teachers, than
- to cOntract with the teacher for a given
sum per scholar, per wont h. This re•
quires no alteration of the school law,
It will -stop squandering the public
money in keeping up small schools of
only half or one-;ourth the scholarg; in
the sub-district, and prevent theschools
throughoUt the copnty from languish
ing down to a linOring death. it will
tell every teacher; that the pay will be
• according to the•iuitnber of scholars,
just as every private,. academic;' and
collegiate school goes up or down. The
teacher makes the school, and should
be paid according to his or her• qualiti
, cations, success and the• work he or she
has to do. The average price of tuition
according to the present mode of con
tracting with teachers, is 82 , cents per
month, for each scholar. If in all ex
cept our graded schools, the mode we
suggest were adopted, the very highest
price of instruction per month, for each
scholar, should be but 80 cents, while
the most popular and flourishing schools
in the county, would demand the best
teachers at even less tharf_fifty cents -
scholar per month. Good teachers
would be better paid. Poer ones would
ily' from the profession an the school
money of the county would be paid
where it belongs; for actual instruction
given. _ _

THE MIRAGE.—Vrof. Loomis in his
new work on Meteorology thus allures
to this-curious illusion.:
Mirage is an atmospheric phenom enn
which produces an apparent displace
ment of distant objects—sometitnes el
evating and sometimes leaving the im
age erect and sometimes inverting it,
as 'when objects are seen reflected from
a lake of tranquil water. It is frequent
ly observed on sandy plains intensely
heated by the sun, especially in Egypt
andtArabia. Lower Egypt is a vast
sand plain, with occasional villages
situated upon small eminences. In the
middle of the day , these villages, seen
from a distance,
appear as if situated in
the midst of a lake) in which are seen
the inverted images of houses and trees.
,The outline of these images is a little
indistinct, often exhibiting an undul
atory, motion, as if reflected from agi
tated waters. As the spectator ap
proaches the boundary of the apparent
lake, the waters seem to retire, and the
same illusion appears around the next
village."( Similar phenomena are com
mon in Some parts of California, and are
occasionally seen in all parts of the
I:l;nited StateS. _

stratum.ef air becomes heated by its;
this heat is partially communicated to
the superincumbent strata, so that the
density of the air increases rapidly as
we rise above the earth up to a moderate
height. The effect is similar to that
producedbyp the reflection of a tree
from the Surface of a tranquil lake, and
the obserVer is thus' led to imagine the
object to be surrounded entirely by
water.
- Mirage is produced at sea when the
atmosphere is perfectly calm, and the
air in contact with the water, is colder,
and consequently denser than th e
stratum of air immediately above it;
this second stratum is denser than the
one above it, and so on. In such a case,
an inverted linage of a distant Object,
as a ship,,may be seen with a distinct
ness alpaost equal to that of the object
Itself, and this image will be formed
above the object.,

individual in the room, with feelings of
pride in our soldiers, immediately ad

I want you to drink with me. ‘.l stand
treat for the company."
I wailed with interest for, the reply.
It came.
"No sir; we thank you kindly; we
a_ppreciate your offer—but we never
drink.'l
The scene was perfect—the first was
noble and generous ; the last was grand.

The American Cooking Stave.
AFTER twenty years experience in the man
ufacture of stoves, we became convinced,
soma sit years since, that a vast amount of
money was being expended ny of, this
Country, In buying cheap and worthioee atoves,
large portion of which wan wasted; and that
trim economy consisted in buying the best stoves
that could be made, notwithstanding .the price
was higher. - With this view we proceeded to
construct the American Cooking Stove, and
spared no pains or expense to make it the best
and meet perfect stove that could be made. And
we have experimented with it, and carefully
watched its operation for the last six years, and
when an improvement sugeested itself, we have
at ono adopted it, and we hue several of these
improvements secured by letters patent. In
this manner we do not hesitate to say, we have
brought it to a higher state of perfection than
has heretofore been attained in cooking stoves.
The recent improvements in this ,stove has
added largely to its convenience and effective
ness. In all the varieties of stoves we manu
facture, we study usefulness, durability, conve
nience and economy in operation, rather than
cheapness in price, and in so doing wo are satis
fied we study the interest of those purchasing
