tions of Sey.mpur & Blair; held in Phil
adelphia on the lath inst.;:evening, and
over which Mr. Richard Vaux presid
ed, that , gentleman . is reported as say

"We will sUbmit, to a. fair election .by white
men, but we will not submit to nn election which
is deckled by black witites." ,
Mr. Vaux is a 'matt of usual intelli
gence, at least, and - must know that
" black votes,''• as he elegantly names

for half a century. It is also true that
the , Southern wing of the' party for
which Mr. Vaux speaks, did appeal,
from the decision at the ballot box 'in'
1860, to the bayonet and bullet; and it
is likewise true that that portion of the

counts Mr. Vaux one, of its oracles,
apologized for, and upheld the South
