We fail to see why the Lie should he perpetuated, just as we' cannot see why it should hakebeen born. No tax - payer has saved a penny by rating his property at one-fifth .of its value ; be cause the object of taxation is to raise a specified sum for several specified pur poses. And this sum has had to be raised by increasing the rate per cent. of taxation,.
