    The Rebel States.
Col. Forney, in one of his " OcciisifMal" let

says: •
There is scarcely a Southern Scat which
the wisdom of restraining the spiitt. by
martial law has not been vindicate Id. There
are but three in which, up to the piit ni ,mo

I cite our nearest neighbor, Virginia, which, in
the midst of her raga and ruin, elects men to'

Mr. Holden will be again instructed to contin

while this demand was made upon tie Govern

the Union candidate for Governor, whose elec
tion the President had so much at heart, and
by putting in over - his head the champion of
the paymeisi'of the'rebel war debt. The com

in accordance ,with his repeated - i-tvocationa
has been coldly, and reluctantly done and with
a spirit instinct, with. the idea that ktason was
-no crime, but rather an hodorable achievement.
A very eminent rebel, who. has seen tad noted
these bad signs in the South, remyked, a few
'days ago : "I know that the men who are guil
ty of these proceedings felt, as tkey fought
_ against the Goverment, that if thily were de
feated they lost everything, and that even their
lives were forfeited to the natioua} authority:
They would have been grateful Is 4 ~May .to be
permitted to exist. Driv a little ItCtalness has'
revived the tiger-appetite, and they will fight
for every-thing,they,.went to -war to-win." Let
us thank's loyal People that we have a firm and
resoltite and unfearing Congress, wlto_will pro
tect the Republic against the new i belliou. It
is not pleasant to write in such.a -Spirit; but
it would be folly to deny that these' manifes
tations of bad faith have
_discouraged, if they
have not wholly destroyed the belief - that gen
erous treatment to the rebellious sections was
the beet policy. The late elections proved two
things conclusively ; first, that the'oVerwhelm
ing majority of the people of this country ore
resolved that all the vestiges-and seed of the
late rebellion shall be forever destroyed ; and,
second, that the elements that defeated the in
surgents in the field, and sustained the civil
authorities in executing the laws, a state of
unparalleled warfare, can -adminiStir the Gov
ernment and protect all the loyal people of the
country 'without the aid and in deft ice of disaf
