ly pleased !with' Secretary McCulloch's
proposition to pay off the national debt.
"By all me a ns;" says the' Times,`"ids a'
most excellent idea; we'll de..so too?!
They owe about as much as we; They
have as numerous a population; why
ishould not the English pay off their na-1
tional debt if the Yankees do? This is
evidently trio reasonino ' of the Times.--
Perimps it May save the Times some trouble
and ink,if we point ont,a few of the _causes
which will prevent them from followiog
our example.
In the firstplace,we have'got the cheati
est; form of koverameta in the world, and
;
they the dearest. Th re are `probably a'
hundred offcers about the British Court
who receive twine, an some four times,
the pay of:;the President of the United
States. There is scarcely a bishopef the
English Church but receives more than
we pay the President.; and one Of Queen
:Victoria's grandehildren draws a greater
'"sum per annum from tne Brisish treasury
than the "'resident and all his cabinet take
from our own. Because - offices are un-
merous, the; pay extravagant,and the pen
sion and gratuity list as long and - nearly
as costly as the pay - list, therefore the
British debt - will not be so easily paid off
as . ours. ' That is one reason. ,
Than again, owing to the fact that she

land must spend vast spins every year on
a mighty army and navy. She lives, in

shop full of workmen day and night un
der arms, and spend a third of his income
in powder and shot r and new inventions
for killing Men. We, on' the contilry,
• have no dangerous neighbors, and do not
stay up of nights or keep up armies for
fear of an aitack from some treacherous
friend. That Is another reason why the
' British debt will not bo paid off as soon
as ours. 'l
Again, we have free trade over the
greategt and best part of our continent; a
producer here has as unrestileted market
over a region as great as all Europe except
Russia. Rut the English producer can
not set foot outside of his, little island
without meeting with vexatious restric
tions, and having to pay duties and bribes
without number. He does not get out of
sight of his own chalk cliffs before he
comes upon; custom houses and all kinds
of ingenious commercial. barriers. That
is another reason why the British debt
will not be Paid off so easily as ours. :
Moreover, education is far more prier
ally diffused, the mass 9f , tho people are
made by our free-School system more en
ergetic arid I ingeniqus, and they are able
therefore, to produce more per man than
the macs oflthe English people,
to whom
free schools; have been denied by their
ruling class! That is another and a very
important reason why the British debt
will nut beipaid , off so easily as ours. I
_Again the system of' land tenure in 1
England grinds down the poor man, and
prevents hue from becoming other than
a tenant, while the whole social organiza
tion represses individual enterprise and
by so much lames 'the Englishman and
makes hinalmove in clogs. But with us
land is cheap and - easily obtained - ; the
workman,iehe is intelligent and industri
ous, may always expect to become an em
ployer, audl the entire freedom of move
ment over a vast region encourages enter
prise,"stimulates intellectual activity to
the utmost; and increases prodoction to
the highest point, because braio and band
work together. That is another reason
wig the Biitish debt will not beso readily
discharged las mar own., • ~
There are many reasons, as an anato
mist coulCtell the Times, why the sloth
did not leap acme, the slyer, while the
monkey did,. So there are many reasons
why the .Times pleasant proposition to
pay off they British national debt will not
for the present be adopted. We have
presented Only a few of them ; but -the
looger anylintelligent man considers the '
subject, the more be will be convinced
that, if the British:may wisely leave their
debt alone) there is no excuse for us. We
ought to pay, because we can pay; and
in every plan of taxation a scheme for the
txtinotion of the debt ought to hair() a
part.

assumed the position that the rebels: were nal

sylvania, against; the sale I of intoxieaiing
liquors, which was read. ' Referred to Judie

more uniform system of revenue for Common

Mr. Mann reported a Bill entitted'An act to
change the time of, meeting of the return

Mr. Mann also oered the following reso
lution : '
Resolved, That thrii great number of appli
cants for pensionsl arid gratuities for soldiers
of 1812, and of their;widowe, renders it inex
pedient to report and take action upon a-bill
for each applicant ;Isnd the , Chmmittee on
Pensions and Gratuities are, therefore re
quested to dispose all such apidicants by a
general bill. ' • . •

here at 4 o'clOck, e. x. 10-dity destroyed

town, including', the postoffice, the Lumberton
House, Stanford's iTheatre and the Masonic
