the Governor of Pennsylvana, on the
16th day of May last, to John Craig William

Capital Stock of the North-west Portage Rail
road Company, and to others who shall after
wards subscribe, a meeting of said subscribers
will be held at the Land Office of Sobieski
Ross, in the Borough of.Coudersport, Potter
County, Pa., at 10 o'clock. A. M., or, the 16th
day of June, A. D. 1864,10, elect, by a major-f
ity of the votes present, to be given in person
or proxy, a President and four Directors, who
shall be owners of at least three shares in the
stock of said Company, to manage, the affairs
of said Company until the second Monday in
January A. D. 1865, and trail others are
chosen, in accordance with the Acts of the
General Assembly of the Common Wealth of '
Pennsylvania in such cases made and pro

An acquaintance who-visited me at the hosL
pital, Mr. Frederick Steinbron, of Sixth below
Arch Street, advised me, as a forlorn hope,

them the gloomy' shadow of death receded,
and I am now, thank God for it, getting bet
ter. Though I have taken but two bottles, I
have gained ten pounds, and I feel sanguine

A Joinir Resolution proposing
certain aimendments to the
Constitution.
Be it resolved by the Senate and Howe of Rep
resentatives of the Commonwealth ofrenneylva
nia in General .Assembly met, That the following
amendments be 'proposed to the Constitution
of the Commonwealth, in accordance with the
provisions of the tenth article thereof:
There shall be an additional section to the
third articleof the Constitution; to be desig
nated as section four, as follows: •
"SECTION 4. Wbenever any of the qualified
electors of this CoMmonwealth shall be in any
actual military Service, under a requisition
from the President of the united States, br by
the autnorityg this Commonwealth, such
electors mayWreise the right of suffrage in
all elections by the citizens, nutlet such tegu
lations as are, or shall be, prescribed by law,
as fully as if they were present at theit nsoal
placeof election.",
SECTION 2. There shall be two additional
sections to the eleventh article of the Consti •
tution, to be designated as sections eight; and
nine, as follows
"Secrtos 8. Yo bill shill be passed by the
Legislature, containing more than one suLject,
which shall be clearly expressed in the title,
except appropriation bills."
"Stcriov 9. i 4 bill shall be passed by tho
Legislature granting any powers, or privi
leges, in any case, - where the authohty to
grant such powcis, or privileges, bas been, or
may hereafter be, conferred upon the bburts
