Par The following Congressional items which:we copy Will show pretty clearly the course Congress will take this'winter: The traitor, John C. Breckinridge, was expelled from the United States Senate • by 36 yeas,: •no man having, the face to vote against The 'resolution. Mr. Holman of ;Indiana, in the HouSe, 'offered a -series of -resolutions' reiterating the sentiments of the Crittenden resolu tions, and reaffirir;ing them. These were laid on the table by .v. vote of ilagainst.os. In the House, Jr. Gurley of Ohio,. pave notice cf his intention to introduce a bill confiscating all:property of Rebels, _making . their slaves free wen, giving thew employment during the war, then ap prenticing Cam to loyal wasters, and finally 'colonizing them. Mr. Hale introduced into the Senate a resolution ,instructing the ',Committee on the Judiciary to inquire kilo the expedi ency of abolishing, the present Supreme Court, and of establishing another which stall: meet the requirements of the Con tititution. Mr. Cox of Ohio introduced into the Rouse of Representatives a resolution to 'the l effect that there had been virtually Cxchinga of prisoners during this war, 'and that the interests of the army and qt humanity demand such exchange ; there ford - 'calling on the President to take measures to this end. Mr. Saulsbury of Dc ware caused some amusement in the Senate ny offering a resolution to appoint Messrs. Fillmore, Evt.rett, t Dallas, Taney, and same others, a Commission in the part of the. North to meet a similarly constituted Commis sion from the South, ani bring the war at once to a satisfactory termination. After the Senate had launed at the res olution it - was brushed aside. fe-The Secretary of the Treasury has issued an order the chieffeatures of which arc these : The Secretary of the Treasury is to appoint 'agents, who shall reside at, such ports or places. in the territory of the Rebels as are now or, may hereafter be ocCupiedlaVthe National troops; the grand duty of these agents shall be 'to gather and prepare for market the crops grown in the regions under their super- vision. In this work the military and naval -forces Of the United States shall aid by giving protoctiob, Moreover, all slaves found within the limit of the agent's authority may be and are to be by him employed in gathering and preparing for market the cotton and other crops; lists of the names, sex. ace, and general condi tion of their al edged owners, are toybe kept by the agent; the slaves so enrolled will be set' to work in a systematic manner, and a strict account of their labor kept, for which a fair i ratc of compensation will be paid. A record of all products and all stock taken possession -of will also ' be kept, that of each plantation by itself; and when packages are shipped they are to be so marked that they can be easily distinguished. When the cotton and other articles are prepared for market, they shall be shipped to New York, con signed to the designated went here. This order, which comes in 167.,ical sequence after the success of the expedition, will be with alacrity indorsed in all its provis ions; by the people of tl•e North, who-de sire and rejoice in enlivhtened progress XtEirThe Message et_ Gov.klieks to,the Maryland Legislature 'was delivered Dec. 4th. He says he hasf called together that bodyin order that tizey may: take the necessary steps to vindicate the honor and loyalty of the State. He urges meas ures for-the payment of their portion of the expenses of the war, and fur raising and equipping Maryland's quota of men:- He also calls for provision fur the sum tnary punishment of those in the State; Who aid' and abet treason. - - Opdyke, Republican, has been:. elected Mayor of New York City over the corrupt Fernando NVoikl,"who a few months ago advised New- York - city to secede from the State, and proclaim itself a Free City open to the commerce, of the whole world. This triumph of the Republicans is a most significant endorse ment of the Administration and is "partie ularly gratifying at this tiara when such a large amount of money is necessary for the maintenance of the gov, ernment.
