Sir:—l have seen is the public joarnds of
this morning a report of the Senate Committee,
to whom was referred the resolution of the Senate
direetiac inquiry into an assault made by me on
the 22d Isamu cm a Senator from Massachusetts.
It is with unfeigned regr et I find in the report
that what I had iota only as redress for a
personal wrong, has been construed into, or must
seensarily be bold as a breach of the privilege
of the Senate. While makings fall and explicit
disclaimer of soy sash desire or ime, I ask
leave to say that for the ocession, •dering
myself only as a gentleman in society, and under
no offisial restraint as a member of the House of
Representatives, I did not advert to or consider
there was any alterative restraint imposed upon
me by reason of the offense coming from a mem•
ber of tho Senate. I had read attentively and
carefully the speech delivered in the Senate on
the I9th and 20th instant, by die Senator from
Massachusetts, and found therein language which
I regarded is unjustly reflecting not only upon
the history sod character of South Carolina, but.
slao upon a friend sad relative. To such lan
gouge I thought I had a just right to make ex
oeption under the eiretuastances, the Senator
from South Carolina, who was affected by those
remarks, being absent from the Senate and the
city I had reason to believe that the Senator
from Massachusetts did not acknowledge that
personal responsibility for wrongs in personal
deportment, which would have saved me the
painful necessity of the collision which I sought;
and in judgment, therefore, I had no alter
oativeJint. to act as I did.
That the assault which was made in the Senate
dumber was caused only by the fact, that after
a careful search elsewhere on the previous, as
well as on the non day, the offender could not
be found outside the walls of the Senate Cham
ber, and the Senate had adjourned for more than
an hour previous to the assault. I out mit the
foregoing statement from the high respect I have
for the Senate of the United States, and ask that
it may be received as a full disclaimer of any
design or purpose 5.6 .- 'Wren its privileges or of
fend its dignity f cheerfully add that should
the filets, as reported by the committee of the
Senate, be deemed necessarily as a breach of
privilege, as a conclusion of law, my earnest de
sire is to atone for it so far as may be by this
unhesitating and unqualified apology—that you
will oblige me by oommuaiceting this to the
