was chosen Secretary of State by 16 majority ment. The matter is really of great importenoe,
over all=7. Walter Harmon was elect- and can be accomplished without the slightest
ed State a rm, probability of embroiling us with other nations.
The territory of the republic of Dominica (the
western portion of the island of Hayti) is of vast
importance to all maritime nations, but especial
ly to'ns; that ooast lying in the track of all bur
trading vessels and steamers, from the Atlantic'
coast to Chagres and Greytown. Immense coal
fields have been discovered in that region of the
island, which would be the very best depot for
coal of all the West Indies.
Treaty with Japan.
Prow Na N. T. Opearreiel dmiretser
Hang Kong, April 8
The United States steam frigate Susquehanna,
Capt. Buchanan, arrived here on die 2d from
Jeddo, which port she left on the 25th ult.,
bringing - news that the conditions of a treaty be
tween the Americans and Japanese had been
agreed upon, and would be ratified on the2.7th
ult
The precise tenor of the treaty was not gener
ally known in the squadron, but is beyond doubt
that free intercourse between the two countries
is sully opened, and that two ports, with a coal
depot and a supply of coals for the 'Cl:Cited States
steamers, would be conceded to the Americans.
I am further informed that, by the above tree
, ty, kind treatment and an abundant supply of wa
ter and provisions are secured to all Americans
who may visit any part of the Japanese coast
Tho ports conceded are, Simodi, in Niphon,
near Cape Yrue, and Hakatam, on the island,
and in the Straits of Matsmai; but it is agreed that
should the report of the naval officers, sent to
i.urvey these places, be unsatisfactory, other ports
in the same island will be selected in their stead.
Ou the 27th ultimo, after the treaty had bean
signed, Cow. Parry was to give an entertainment
' to the four Imperial Commissioners.
The railroad and electric telegraph taken by
ti,e squadron to Japan were in successful opera.
ti.:n when the Susquehanna left.
The Japanese utterly denied haying made any
treaty with, or concessions to the Russian G,,v•
i ernment
Immediately after the treaty is signed, eapt.

ImPottramr rnom CHINA.—The following is
an eztract from a letter dated Skesapfusi, Mardi
13, in the China Gussets:
By the last Gazette received from Pekin, the
city was in a defenoeless state, and the insurgen ts
within 40 miles. Since then no Gaseteiive
come down, and the supposition is that the city
has fallen. If so, the Tartar dynasty has fallen
forever. Shanghai is still held by the Triads,
and will probably never give up unless Pekin
holds out against the rebels.
ter The ladies of Lyons , lowa, by needle
work, and auidiotui labor, earned enough
money to buy a bell for the school-house in that
flourishing towp, and they now propose earning
a school library. How pleasant to record such'
noble enterprise. No woman's rights or bloom
er nonsense there.
A HARD MT.—Henry Ward Beecher says he
means to vote against the Nebraska bill, though
•be ballot•box should be placed in the jaws of
h-11.
To this the Wheeling Argyle replies, that eve
ry man has a right to vote in his own precind.
