Oth March, 18(14 Fenny resigned, a Speaker was elected, and the Senate proceeded to business. Retween 5th of January and 9th of March, the Republicans atternpted to force the Democrats to legislate! This was resisted, and they voted Against pro ceeding to consider everything that was brought up, and invariably gave as tbeir reason for so doing, that the Senate was not organized. Page 3. Mr. Johnson moved tcr jiroceed to the considtrration of the Amendments to the Constitution allowing soldiers to vote. This motion was defeated by a tie vote. CLYMER VOTING NAY. Ueason given, the Senate was not organized. 9th March, 18G4 The tie was unlocked by the election of Mr. St. Clair, a new Senator. The Republicans took up the Constitutional Amendment and passed it be fore. Speaker Fenny resigned.. CLYMER did not vote on its passage because the Senate was not yet tjrgenized. l'enny then resigned, and was re-elected Speaker; Mr. CLY.MEU then, at once asked leave to record his vote in favou of the Amendment to the Constitu tion allowing soldiers lo vote.
