The efi'ort to overthrow the State institutions and the entire social sys tern at the South by revolutionary j mean?, by arming bands of desper ate negroes, by inrlaming them with incendiary addresses, by forcing them into conflict with the white race, in order to obtain the singu lar Utopia of universal negro suf frage, is a desperate" and dangerous measure, which threatens the most alarming train of evils. "We are unwilling to believe" that they have a set purpose to bring about these bloody collisions, "but their policy inevitably forces" this terrible state of thintrs, at which humanitv shr.d ders. "Certainly they had not an ticipated this effect of their policy when they annon-nced it, but it is now fully developed boibre their eyes." lhey see it 111 the Wood they hear it in the dying groans of their unhappy dupes ; they feci it in the portentious excitement which pervades the land. We would appeal to them, then, by every consideration which . may be supposed to be potential with men who love their country, to pai".s3 in their mad career. They cannot carry out the policy of subverting the institutions of the Southern States by revolutionary violence without producing the most terrible contests. They cannot aria the negroes of the South, and infuse into their ignorant and brutal nature hatred of the white, race without running the hazard of the most cruel and heart-rending convulsions the world has ever witnessed. "We would remind them pf the horrors of St. Domingo, and we would en treat them not to make a St. Do mingo of the unhappy South. AVe would remind them that the white race South, though it has commit ted the crime of rising "against the test government the world ever eaw," has been more severely pun ished, by the universal ruin which has fallen upon them, than any peo ple in modern history. We would remind the Padical leaders that they have endured every horror of un successful war ; that their wealtli has been, consumed, the tlower of their youth destroyed in useless bat tles, their whole land made one vast cemcterv, and a vale of sighs and tears. We would especially call their attention to the solemn announce ment of their purposes in Congress in July 1SG1, when they declared "that the war is not prosecuted up on our part in any spirit of oppress ion, nor for the purpose of conquest or subjugation, nor for the purpose of overthrowing or interfering with the rights or established institutions of those States ; but to defend and maintain the supremacy of the Con stitution, and all laws made in pur suance thereof, and to preserve the Union with all the dignity, equality, j and rights of the several States un impaired ; that as soon as these ob jects are accomplished the war ought to cease." Do they stand by that resolve or not ? If they do, how do tlicy re- concile with it their revolutionary efforts in New Orleans to overthrow the State Government and estab lisJi the negroes as the dominant i power ?
