Five companies of the 11th were out do
ing pieket on last Wednesday and Thursday.

bout the worst we have had to do vet. While
we were oat on picket the brigade received
marching orders, aud prt of it was marched
to the Chain Bridge. This order was caused
a skirmish which occurred on the Virgin
ia side Wednesday afternoon, as I presume
joa have already noticed in the city papers.

The third and last case that I have any
knowledge of occurred in our regiment. Oue
of the guards by carelessness accidentally
bot his muskft off the ball striking Colonel
Oallagher'a horse in tho neck. The wound

cover. The health of the camp is better at
present than it has been for some time. De
fpite the exposure and fatigue incident to a
soldiers life we are all in the best of spirits.

do, That all persons, excepting Justices of the
Peace, who shaM hold any ofiice or appointment
of profit or trust under tne government of the
United States, or cf this State, or any City or
incorporated District, whether a commissioned
officer or otherwise, a subordinate or agent, who
is or shall be employed under the legislative, ju
diciary or executive department of this State or
the United States, or auy City or incorporated
District ; also, that every member of Congress
and the State Legislature, and of the select or
common councils of any incorporated district, is
by law incapable of holding or exercisiug, at the
same time, the office or appointment of Judge,
Inspector, or Clerk of any election of this Com
monwealth, and that no Inspector, or Judge, or
other officer of anv such election shall be eligible
to any office then to bo voted for. Also, in the
4th section of the Act of Assembly, entitled "An
Act relating to elections aud for other purposes,"
approved the 10th day of April, 1S50. it is en
acted that the foregoing ICth section shall not be
so construed as to prevent an military officer or
borough officer from serving as Judge or Inspec
tor at any general or special elections in the Com
monwealth. Also, that in the Gist section of said Act it is
enacted that " every general and Special Election
shall be opened between the hours of eight and
ten o'clock in the forenoon, and shall continue
without interruption or adjournment, until seven
o'clock in the evening, when the polls shall be
closed.
The general, special, city, incorporated district,
and towuship elections, atd all elections for elec
tors of President or Vice President of the U. S.,
shall be held and conducted by the Inspectors
ami Judges elected as aforesaid, aud by clerks
appointed as hereinafter provided.
No person shall be permitted to vote at any
election, as aforisiid, but a white freeman of the
age of twenty-one years or more, who shall have
resided in this State at least one year, and iu the
election district where he offers to vote at least
ten days immediately preceding such election,
and within two years paid a State or County tax
which shall have Ixen assessed at least ten days

who had previously been a qualified voter of this
State, and removed therefrom and leturncd, and

right to vote by being an elector between the age
of twenty-one and twenty-two years, be shall de
pose on oath or affirmation that he lias resided in
the State at least one year before his application,

trict as is required by this Act and that he does

name of the person so admitted to vote, shall be
inserted in the AlphaVtical list by the Inspect
ors, and a note made opposite thereto by writing
the word " Tax" if he shall le permitted to vote
by nason of having paid tax ; or the word "Ae"
if he shad le admitted to vote by mason oi such
age shall be called out to the Clerks, who shall
make like notes iu the list of voteis kept by
them.
" In all cases whore ti c name of a person eiaim-
ing to vote as found on the list furnished by the
Commissioners and Assessors, or his right to vote.

any qualified citizens, it shall be the duty of the
Inspectors to examine such p iou .n oatn as io
his qualifications, and if he claims to have resided
within the State for one vear or more, his oath
shall not be sufficient proof thereof, but shall make
proof thereof by at least one competent witness,
who shall be a qualified elector, that he has re
sided within the district for more than ten days
next preceding said election, and shall also bun-
self swear that his bona fide residence, in pursu
ance of his lawful calling, is within the distnct,
and that he did not remove into said district for
the purpose of voting therein.
" Every person qualified, as aforesaid, and who
sha'd make due proof, as is required, of his resi
dence, and payment of taxes as aforesaid, shall be
admitted to vote in the township, war-el, or dis
trict, in which he shall resiile.
" If any person shall prcveut or attempt to
prevent, any officer of any election, under this act
from holding such election, or use or threaten any
violence to any such officer, or shall interrupt or
improperly interfere within the execution of his
duty, or shall b!ock up the window, or avenue to
auy window, where the same may be holding, or
shall riotously disturb the peace of such election,
or shall Use or nractice anv intimidating threads.
force or violence, with design to influence unduly,
or overawe, any elector, or to prevent him irom
voting, or to restrain the freedom of choice, such
persons on conviction shall bo fined in auy sum
not exceeding $o00, be imprisoned for any time
not less than one me nth, i:or more than twelve
months; and if it shall be shown to the Court
where the trial of such offence shall le had, that
the person so offending was not a resident of the
citv. ward, district, or township where the said
offence was committed and not entitled to vote
therein, then, on conviction, he shall be sentenced
to pay a fine not less than one hundrcl. nor
more than one thousand dollars, and imprisoned
not less than six mor.ths nor more than two
vears.'
Pursuant to the provisions contained in the Act
first aforesaid, the Judges e-f the aforesaid districts
shall respectively take charge of the certificate
or return of their respective districts, and prw
duce them at a meeting of one Judge from each
district, at the Gmrt House, in the Borough of
Ebensburg. on the 3rd day after the day of elec
tion, beinr Friday the 11th davof Oco bor, A. D.
18C1, then and there to do and perform those du
ties required of them by law.
And further, if anv Judge, by rickness or un
avoidable accident i unable to attend said meet
ing of Judges, then the certificateor return afor -
