Sootian, from Livcipcol on the 22d ult., put
in here last evening, short of coal. Her dates

gers. The steamer North American, from Port
land; artived at Qucecstown oq the twentieth
ult.
The E!np Luna, from Havre, for New Or
leans, had been wrecked on the French ccast,
near Cherbourg. Sha.tad eighty-eight pas
Eengers and twenty-two of a crew on board,
only two persons were saved, whose names
are not given. The vessel proved a total
loss.
Mr. IIsrael's motion for the consideration
of the French treaty, in advance of discus
sion of the Budget, caused a warm debate.
T ho result of the vote was as fnliows: For
the motion, 2oO; against it, 203 majority
for the Government, VS. This considerably
guarantees that the treaty will ba ratied.
Lord Lucau's motion agaiust the reduction
of the Tariff, and increasing the income tax,
W3S under discussion. It was reported that
the French Government will agree to a mod
ification in the coal stipulation.
The F.-euch Ministerial circulars demand
obedience to the laws from the clergy on the
Iloman question.
The Paris Dourse had advanced and closed

Prussia and PuoM, it was reported, bad
