Also, that in the fourth section of the Act of Assembly, entitled, "An Act relating to elections and for other purposes,' approved April 16, 1850 it is enacted that the aforesaid 13th section shall not be constructed as to prevent any militia officer from serving as judge, inspector or clerk; at any general or special election in this Common wealth. Also, that in the 61st section of the said act it is enacted that ''every general and special election shall be opened between the hours of f ight and ten in the forenoon, and shall continue without interruption or adjournment until seven o'clock in the evening, when the polls shall be closed. . I also make known that by an Act of As sembly passed the twenty-eight day of April, one thousand eight hundred and fifty-four en titled "An Act for the suppression of the manufacture and sale of intoxicating liquors as a beverage, it is provided. Section 1. Be it enacted by the Senate and ITouse of Representatives of the Common wealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authori ty of the same, That the qualified voters of this Commonwealth are hereby authorized at the places for holding the general elections in their respective wards, boroughs and town ships on the second Tuesday of October next, to vote for and against a law which shall en tirely prohibit by proper and constitutional regulations and penalties, the manufacture and sale of intoxicating liquors, except for medical, sacramental, mechanical and artisti cal purposes Sec. 2. That the officers authorized by law to hold elections in each ward, borough and township, of this Commonwealth, are hereby directed and required at the place fixed by law, in the several, districts for the hold ing of the general elections in said districts, on the second Tuesday of October next, when they shall be organizeoSas an election board, to receive from esich qualified voter of their sail districts, a ticket. written or printed on tho outside, "Prohibitory Liquor Law," and the ticket in favor of tho proposed law shall ontain m the inside the words, "lor the Prohibitory Liquor Law," and those opposed to tha proposed law shall contain in the inside 'Against a Prohibitory Liquor Law,' which votes tba'l be counted and returned to tho cou t houseof the counties or city, in which the said election shall he held, on the following Fri day by the return judges, who shall cast up aud certify all the votes polled in said county or city, to the office of the Secretary of the Commonwealth at llarrisburg, directed and transmitted in the same manner, the votes for Governor are required to be directed and transmitted iu the .same manner, the votes for Governor- are required to be directed and transmitted, and the said Secretary shall on the third Friday of January next ensuing, communicate the said returns to the Legis lature, to be opened and counted, and consi dered as the pra-er of the voters of this Com monwealth relative to a Prohibitory Liquor Law. Skct. 3. That all the election laws of Jhe Stat presci ibing th? hours of opening and clo.-- iiig-i.'-c polls, the reception of votes, the pu-J nishmeut for illegal voting, the defraying the expenses of publication, and holding of the general elections and return of the same, and all other matters incident thereto, bo and the same are declared applicable to the election above authorized. Sect. 4. That it shall be the duty of the Sheriffs of the several counties of this Com monwealth to insert a eopy of this act in tbe proclamation for the general election to be held on the second Tuesday of October next. The general, special, CH3-, incorporated district and township elections, and all elections for elec tors of president and vice president of the United States, shall be held and conducted by the inspec tors an 1 the judges elected as aroresaid, and by clerks apfointc 1 as hereinafter proviiled. 'Xo j-rsm shall Ixi permitted to vote at any election, as foresaid, but a wliite freeman of the age of twenty-one years or more, who shall have resided in this State at least one year, nnd in the election district where he offers to vote at least ten days immediately proceeding such election, and within two years paid a State and county tax, which shall have been assessed at least tai days liefr.rc the election. But a citizen of the United States, who has previously lnen a qiwlified voter of this State, ana removed therefrom' and return ed, aud who shall have reside! in the election dis trict, and paid taxes as aforesaid, shall lie entitled to vote after rcsidingin this State six months. rrrviilfd. That the white freemen, citizens of the United Stats between the age of 21 and 22 years and have resided in tlie election districts ten days as aforesaid, shall be entitled to vote, alth. although they shall not have paid taxes. "No person shall be admitted to vote whose name is not contained in the list of taxable inha bitants furnished by the commissioners, unless. First he produce a receipt for the payment, with in two years, of a State or county tax assessed agreeably to the constitution, and give satisfac tory evidence on his own oath or affirmation of another, that he has paid such a tax, or on fail ure to produce a receipt shall make oath of the payment thereof, or Second; if he claim a right to vote by being an elector between the age of 21 and 22 years, he shall depose on oath or affirmation, that he has resided in the State at least a year before his application and make such proof of his residence in this district as is required by this act, nnd that ho dooa verily believe, from tho accounts given him that he is of age aforesaid, and give such other evidence as is required by this act, whereupon the name of the person so admitted to vote, shall be inserted in the alphabetical list by the inspectors and a note marie opposite there to by writing the word "tax," if he shall be admi fd to vote by reason of having paid tax, or the word'age,' if he shall be admitted to vote by rea son of such ago shall be called out to the clerks, who sLill make the like notes in the list of vot :rs kept by them. "In all ckcs where tho name of the person claiming to vote is found on the list furnished by the commissioners an d" assessor, or his right to vote whether found thereon or not, is objected to by any qualified citizen, it shall be the duty of the iiis)ectors to examine such person on oath as to his qualifications, and if he claims to have resided within the State for one or more years, his oath shall not be sufficient proof therof, but shall make proof there bv at least one competent witness, who shall lie a qualified elector, that he has resided within the district for more than ten daya next proceeding said doction, and shall also himself swear that his bonafide residence in pursuance of his lawful calling, is within the district, and that he did not remove into said district for the purpose of voting therein. "Every erson qualified as aforesaid, and who shall make due proof, if required, of his residence and pa-ment of taxes, as aforesaid, shall lie admit ted to vote in the township, ward, or district In which he shall reside. ;If any person shall prevent or attempt to pre vent any officer of any election under this act from H'lin; suc tfectkif. or trsc'or threaten an vi lence to any such officer, shall interrupt or uu" properly interfere with him in the execution of his duty, or shall block up the window, or avenue to any window where the same may be holding, or shall riotously disturb the peace of such election, or shall use of practice any intimidating threats, force or violence, with design to influence unduly or overawe any elector or to prevent him from vo ting or restrain the freedom of choice, sucJi person on conviction shall be fined in any sum not excee ding five hundred dollars and be imprisoned for any time not less than one month nor more than twelve months, and if it shall be shown to the court where the trial of such offences shall le had that the person so offending was not a resident of the city, ward, or district, or township where the said oll'ence was committed, and not entitled to a vote therein, then on conviction, he shall hff sen tenced to pay a fine of not less than one hundred nor more than one thousand dollars, and be im prisoned not less than six months nor more than two years. Pursuant to the provisions contained inthe 57 th section of the act first aforesaid, the judges of the aforesaid districts shall resiectivcly take charge of the certificate or return of the election of their re sjHjctive districts, and produce them at a meeting of one judge from each district at the Court, House in the borough of Ebensburg, on the third day af ter the day of elections bein for the present year on f lillJAl the 13th ot UCaOBEK next, then and there to do and perform the duties required by law of said judges- Also, that where a judge by sickness or unavoidable accident, is unab'e to attend said meeting of judges, then the certificate or return aforesaid shall be taken charge of by one of the inspectors or the clerks of the election of said district, who shall do and perform the duties re quired of said judge unable to attend. Resolved by the Senate and House of Representatives of the Commonwealth of Pci.n sylvauia iu General Assembly met, that tl.e fol lowing amendments be, and the same are hereby proposed to the Constitution of the Common wealth, under and in accordance with the provi sions of the tenth article thereof, to wit : Piiorosmox 1, to be akticle xi. Sec. 1. The aggregate am-ut of debt hereafter contracted by the. Commonwealth, shall not ex ceed the sum of five hundred thousand dollars, ex cept in case of war to repel invasion suppress in surrection, or to restore .the public ele-bt of the Commonwealth, and the money so raised shall Le applied to the purpose for which the debt may be contracted, or pay such debts, and to no othei purpose. . Sec. 2.
