Resolved by the Senate aud House of Representatives of the Commonwealth of l'enu sylvania iu General Assembly met, that the fol lowing amendments lie, and the same are hereby proposed to the Constitution of the Common wealth, under and in accordance with the provi sion! of the tenth article thereof, to wit : Proposition 1, to be auticle xi. The aggregate anvmt of debt hereafter contracted by the Commonwealth, skall not ex ceed the sum of five hundred theusand dollars, ex cept in ca.-e of war to repel invasion suppress in surrection, or to restore the puolic del it ol tlie Commonwealth, and the money so raised shall 1-e applied to tho purpose for winch the debt may bo contracted, or pay such debts, and to no other purpose.
