It may justly be regarded as one of the most important acts of the Session. The aggregate amount appropriated is very large. On of the priii ipul reasons assigned Lr the policy of w.'lling the Main Line of Pennsylvania Improvements, was the alleged inability cf the Slate authorities to conduct the public works in such maaner as to render them productive. This inability was attributed, bysoir.c, to fraud, by others to improper political schemes, and by other again, to a want of energy and c.ivacity in the person charged ilh the superintending cf certain portions of the Main Lir.e. It wiis nc Ouidingly urged, that nil that was necessary in order to render the works productive, was a change of owners, and the transfer, into the hands of a corporation that would bestow upon tl.em the necessary care and attention. The argu ment, in whatever form it appeared, necessarily tended to throw some odium upon the Canal Com missioners for a failure to do justice to the Com monwealth : and wo, therefore, take pleasure in utating that the Board of Directors of the Penn sylvania Railroal Company have, by a recent re port in relation to the proposed purchase cf the Main Line, triumphantly vindicated the Canal Board from an' just censure. The directors say that, in their opinion, the portion of the Min Line " between the Susquehanna and Pittsburg, can never, as a whole, become a source cf revenue ithcr to the State cr a purchaser." We Lore, now, tliet the consure so indiscriminately be stowed upon the State authorities, for a failure to make this part of the works r reductive, wiil be candidly withdrawn. Tho report proceeds to make a calculation rf tho value of the Main Line, as fallows : The Columbia- Railroad is estimated at three millions and a half, but tho directors think they could give four millions a' d a half for it. The Juniata Division is estimated to be worth, to the Coirpr ny, one million ; the Eastern Division is v.l.icd at one million ; the Western Division is set down at aero, and the Portage road is considered worth a trifle, as old iron. L'pon the whole, the Di rectors say that the Company could not afford to give more than seven millions for the entire line. Upon the whole, wc are rather pleased with the report. We shall presume, for the present, that it is perfectly honest that the Directors mean precisely what they say, and that the roj ort is not intended for the mere purpose of concealing an intended bid of ten millions, nor designed to dissuade other capitalists from making the pur chase. Believing, then, as we are bound to do, that the Company will not purchase, and that no other corporation will venture upon so dan gerous a speculation, we are glad that the Com monwealth will now be compelled to use-proper exertions to make ad much money as possible out of an improvement which has thus been sum marily condemned. We have hitherto opposed the sale cf the Main Line for reasons already assigned, and we are just as much pleased that the sale is to be de feated fot want of bidders, as wc would have bn to have seen the bi'l for the sale defea'cd for want of voters. What shall be done with the work Simply what every prudent man dees with hi property, when he cannot dispose, cf it for what it is worth. Let the Portage Road be completed, and let the State construct a rail rood F.at and West cf the mountains, along the entire line of canal from the Susquehanna to the Allegheny. Michigan has too railroads hardly thirty milts apart, terminating at the same point, aad itr will take no great labor to demonstrate hat two Jin pa can be well sustained through the eetitreof Pennsylvania. There will be business enough for all. The hard work is completed. The course of the can ?1 will furnish a location for a track of easy grade, and the wholo work can be completed at a small additional expense. The Slate is already involved to a large extent for public improvements. We propose to go a little farther, and reach those who denounce the " stupid old Commonwealth" that she knows the value of her own resourches. Pittsburg Union. Pexn-stlvaxja Senate.
