TAB POLITICAL CIAMPAIGN HARmsnuno,-PA., Sept. s.—The po litical prospect in Pennsylvania, so far as, an examination Of the chances can now be made, is one altogether flattering 'and satisfactory to the Republicans, and particularly to the tariff Republicans of the country. That' essential issue for Pennsylvania is sharply defined, and the Democracy—as if, determined on suicide —are a unit for free trade.. In every district whore there is a ghost of a chance for electing a member of Congress, an out-and-out enemy of protection . is, or will be nominated. While in districts where the Democratic nominee is a good deal safer from - majorities than from earthquakes, a tariff man may be put up, and t s y o straw men aria pointed to, to how t at tho party is not in favor of a policy which must destroy the industry through which a large proportion of the Democratic voters earn theiFbread. In addition to tho free trade position which the Democracy have taken in Pennsylvania, they have made a - bitter .and'indecent war on the colored people., 'The - result it that every negrc; votOnii the State, except such as have fallen into habits of dissipation, and so become Democrats, will be cast solid for the Re publican candidates for all offices in Oc tober. And not content with these follies, the .Democratic newspapers have com mitted the blunder of becoming the warm champions of Napoleon against Germany. It is difficult to.realizo.alicranger of the ,Gorman in this.Statia over this universal enmity against a country revered by so large a number of the voters who annually help to swell tho Democratic strength in the-State. This insult to the Germans is so recent and-so ilagrant;that the time between now and the election serve to heal the breach. And to all this trouble which besets our foes is supM , added the hearty, generous, and uni versal sympathy extended by the Repub lican party, press, and loaders to the cause of the Fatherland. The effect of this condition of things will be to return a Republican majority to both Houses of the Legislature. This will, give us the power to re-district "the State in 1870-1, for both Congress and the General As sembly, and place the State securely in the Republican phalanx' for ten years to come. • As to the delegation in Congress, more interest is excited than for anything else, - merely bemuse the Democrats claim to be confident of their power to show a gain in the next House frofii Pennsylva nia. In the Xllth--Lnzerno and Susquehanna —the Democrats have very onictly shelved Judge Woodward, by eifering. him the nomination for PresidentsTudge of the District. The Judge, last session, voted for the Tariff bill, and has met his fate with fortitude and dignity. Tim majority against hs was 1,780, and wo ,Cannot carry it. The %HUI' is a doubtful, and, we fear, lie most doubtful of all-tho Congres. sional districts in the State. Judge Mer cur only carried it over Piolett by 311 in 1868. We still have the strength which so excellent a candidate as Judge Mer cur gives ; but the railroads lately built through the region, being under, the con trol of Asa Packer, have, the same power to" colonize they then had ; and we can expect very little help from the colored citizens in that region. Few of them live there, and the population aro very "fixed" in their ways. The district is large and badly formed, but it must be carried. In the XlVtli, John B. Packer, Repub lican, ono of i the ablest men and strong est Tariff chafhPions in the State—who had 2,690 majority in 1868—will be, re-, nominated and re-elected by 3,500. Armstrong, in the XVIIIth, is re-nom inated, and will be returned by the usual • Repullican majority, say 2,000. In the, XlXth District there is no fight, but a good deal of fun. Judge Schofield is the Republican candidate, with a mar gin of 2,558, and has no opposition yet. Last winter a bolt in the Legislattim.oc ourred, headed by ono Morrow B. Lowry, State Senator from Brie county, which forms a part of this District. Bight Re publicans joined in this troaehery, and is part of the bargain was that Lowry wds to receive-‘-among other things—the Democratic 'vOte his betrayed constitu ents refused hie) a renomination.
