Euring_tho past year there were received

will in future be received by the publio

We confess we can't see that the case
is quite made out. It was undoubtedly
-advertised that the State was able 'and
willing to pay its obligations before' they
came - due, but we know of no power in
the Commissioners or the' Governor to
compel those who held the loans-to 'pre
sent them for payment. Persone holding
the obligations of the State could preSent
them or not, just as they chose: If any.
wore ppesented under that advertisement
and refused, then' there was bad -faith
and mismanagement; if not, there is no
'ground of complaint If there had been
some_twonty,milliona_overdue, as there.
were under Democratic rule, it might
have-been easier to got a million of boiuls
in, than it is now, when. - the State keeps
faitbiwith its creditors. The - fact that
the holders of our State seburitibi do hot .

about as sure evidence Of the State's good.
oredit-aa we' could reasonably ask. -Mr.
Mickey is abundantly able and willing to,
redeem all the bonds ho: advertised for,
