The Government takerfa second lien, and gives to the
First Mortgage Bonholders a prior lien for their se
curity, to which a largo paid-up capital Is added.
The Bonds cannot ho limed except as each section of
twenty miles Is accepted by Government commissions,
so thtit they always represent a real property.
It is universally admitted that on .the completion
of the - Unfelt Pacific Railroad, its 'through business
.will make it one of the most profitable in the world--
but Unpin/ or local business is already several times
the interest on its bend% so that. not another mile
were built. they would, be a secure investment.
