tinence to this locality, as, an act of the Leg
islature passed last year provides that all
application for licenses in this county must
be made to the district court. For a year
past, all restaurants and saloons here, as well
as the hotels, have been selling under licen
ses granted by our Court, which has entire
control of the matter ; and candor compels
us to say that in the light of our experience
hero the system has not proved to be any
improvement upon the old one. The num
ber of saloons is no smaller, nor is their char-
acter any bettor'than before
"Resolved, Ist—That in view of the im
mense and increasing evils resulting from
the sale of intoxicating liquors in Inns, Res
taurants, and similar places of entertain
ment, and the encouragement given to the
traffic by the existing License System of
Pennsylvania, we earnestly recommend to
the Pastors and members of our churches to
use their Lest eflbrts for the direction of
public sentiment, so that a poWerful influ
ence may be brought to bear uron the next
Legislature in favor of a repeal or modifica
tion of the present law relating to that sub
ject. •
" Resared, 2.d. That we cordially invite
the co-operation of all Ministers of the Gos
pel, of whatever name or denomination, and
of all Christian men and lovers of humanit •
throughout the State. And, in order to se
cure concert of action, we suggest that every
where—in towns, wards, townships, neigh
borhoods—petitions be prepared, and as many
signatures as possible procured, and that they
be forwarded to the next Legislature, pray
ing for such modifications or changes in the
license system of our State ns will serve to
remedy, or at least abate, existing evils.
In these petitions let the special attention
of the Legislature be called to the law for
licensing restaurants, drinking saloons, &c.
The existing law gives the Courts no control
over this matter, but places it wholly in the
hands of the Treasurers'of the several coun-
ties, and leaves no discretion with them as
to granting or withholding, when applica
tion is made in due form. That is, they can
710t withhold license.
These houses, which have become alarm
ingly multiplied, are the fruitful sources of
untold evil. They are the sure stepping
stones which lead to ruin. They are filling
our In useholds with sorrow, our almshouses
with occupants, and our prisons with in
mates.
Let us strongly urge upon the Legislature
the repeal of this law, and the amendment

so as to give a larger discretionary lower
to the Judges of our Courts.
