CERTAIN A7IIENUNIENTS TO TUE CONSTITUTION
fiBE it resolved by the. Senate and
[louse of Repreiaintatives of the Commonwealth of
'ennsylvania in Oozier:o Assembly met, That the fol
lowing amonitinenth ho proposed le the Constitution
of the Commonwealth, in accordance with the provis
ions of the tenth article thereof:
There shall be an whiff band section to the third ar
ticle of the Constitution, to,bo designated as section
four, as follows:
SECtION 4, Whenever any of the qualified electors of
this Commonweal h shall bn in any actual military

United Suites, nr by the authority of this Common
wealth, such electors may exercise the right of suf
frage in all elections by the citizens, under such regu
lations as are, or shall be, prescribed by IaNV. as fully
