    A Joint Resolution Proposing
CERTAIN AMENDMENTS TO TIED CONSTITUTION

Pennsylvania in ileneral Assembly met, That the fol
lowing atrudments be ptoposed to the Constitution
of the Cernmewstenlth ' to accordance with the provis
ions of the tenth article thereof:
Thorn shall be an additional seetion to the thltdar•
Delo of the Constitution, to be designated as section
four, as follows:
SECTION 4. Whenever any of the qualified electors of
this Commonweal h 011/111 be in any actual military
servbe, under a requisition from the President of the
United States, or by the authority of this Common
wealth, such electors may exercise the right of Nur
frago in all elections by the citizens, under such regu
lations as are, Or shall be, prescribed by law. as fully
as if.,they were present at their usual place of electidn.
There shall be two additional sections to the eleventh
article of the Constitution, to be designated OR suc
tions eight, and nine, as fellows:
SEcrioN 8. No bill shall be passed by the Legisla
ture. containing more then emit. $1111 . 11,1, which Fhnll be
clearly expressed In the title, except appropriation
bills.
SEOTIoN fl. No 1,111 shell be passed by the Legislature
granting any powers, or privileges, in any easel where
the authority to gnint such powers, or privileges, has
Loon, or may hereafter be, conferred open the courts
