    TUE REVENUE FROM THE INTERNAL
TAX.—It is too early yet to form an accurate
estimate of the probable revenue of the govt
eminent from int - elbnal taxes But it is al
ready evident that the framers of the Tax
Law, in judging that the annual receipts un
der it would not be more; than $150,000,000,
went far below the Truth. All the indica
tions which reach the Commissioner of In.
ternal Revenue—all the data received at his
office—go to show that the total Annual
amount will be nearer $250,000,000 than
$150,000,000. In one district in New York,
where the Collector thought 11,000 licenses
would be necessary, 15,000 are required.

ommend that the County Commissioners wake
pro-vision for the support of families of di aped
men in destitute circumstances, the sonic as
those of volunteers. This is an excellent reo•
orameadation and one which we hope to see
adopted iu Cumberland. The families of our
drafted men should not be allowed to suffer
'for the necessaries of life, and those who are
iu destitute circumstances should he provided
for without delay. It should be done out of
the county funds, and the money thus ex
Tended should be raised by taxation, so that
the burden will fall equally upon every prop
',
arty holder. To raise money for this pus.
pose by voluntary contribThions, is a very
poor way. A liberal, generous hearted 1111111
, will give freely ; a close, miserly man will
give nothing at all.
A REOULAR OPPICER.—The drafted
tnen of Franklin, Fulton and Cumberland
counties, now encamped near Chanibersburg,
have chosen as their Colonel Captain I). 11.
McKintms, of the kith United States in.ffin
try. They were offered a choice, and select
ed Captain I‘ldliibbon. 'rile drafted num
infinitely prefer such an - officer to most of
the volunteer Colonels. This selection is a
most fortunate one for our drafted men
Col. McKibben will prove a popular and ef
ficent officer, and under his command, their
interest, tights and comfort h ill be zealously
and proinptly attended to.

For this service, the " Anderson Cavalry"
sdoild be recalled from Kentucky. That
tine regiment is peculiarly a Penns3lvania

protecting the soil of Pennsylvania. Wii see
by letters received from members of Om
"Anderson," that in L•misville they arc' not
treated with that courtesy which they receiv
ed here. One member says :
"There is no use clunking the 'nailer, we
are surrounded by Secostdonints of all ages
and conditions Our dress parades, wanes
Fied by so large a number of the citizens of
Carlisle, aro attended by few of the people..
of Louisville—not Inure than a dozen ladies
being present on any of these occasions. As
a general thing, the ladies ( so railed) of t h e
city 10u4 upon us with apparent contempt
aa 'we pass them in the streets."
If such is the feeling, in the hiyai state of
Kentucky, we respectfully suggest to Gov.
kliTieris to have the " Anderson Cavalry"
brought home,and employ them in protecting
our own frontiers, where their services will
be appreciated. •
I NTERN4L RE VEN Uli DECISION.—The
following decision has been made by the
Commissioner of Internal Itevenue with re
gard to harness and upper leather Ist. The
tax on harness leather is seven mills per
pound, and is to be paid but once, whether
the leather is tanned and finished by the same
parties, in the same place, or by different
parties in different places. 2d. Finished or
curried upper leather, except calf skins made
ffom rough leather, hemlock tanned, or from
rough leather, tanned in whole or in part
with oak, on which rough leather the tax of
seven mills, or one per cent per pound, as
the case may be, has already been paid, and
is not subject to an additional tax in COIIBe
qUCIICO of such finishing or currying, wher
ever the latter may be done.

We notice - by the- November issue of the

highly jestifiable step itt regard to the rights
of School Teachers. This was made neces.
sari by the fact that certain Directors have
been exacting twenty• two and even twenty.

month. Where this is done, of course no
time is affortredfor the self improvement of
the teachers_by the asscciation and influence
of the'Distriet Institutes. Some of thp Di•
rectors, it is alleged, go so far as to insist on
opening the schools oOtturday, which is - a
