Gen. Mo Clellan Takeo Leave of the Arnty7Ad,clreEis of Gen; Burnside. headquarters of the Army of the 'Potomac, Warrentan, Monday Evening, Nov. 10 —Gen , oral McClellan was to have left 3estertlay for the north, hut the transfer of so large a com mand could not he. accomplished in a day, and ho was therfore, oontpolled to remain. At 9 o'olook last evenidg, all the officers belonging totho tteadquarters assembled at the General's tent to bid him farewell. The only toast given was by General McClellan "The Army of the Potomac." General Mc- Clellan and staff' accampapied by General Burnside, today bid farewell to'this army visiting in succession the several army corps. As the General rode though the ranks, the torn and tattered banners of the -veteran reg intents were dropped to greet him, while the thousands of soldiers gave vent to their feel ings iu continuous rounds of applause. Tho General and his staff will leave by special train to morrow, for the north. The following order was issued by General Burnside on his taking the command or the ; army: "In accordance with General Orders No. 128. issued by the President. of the Unite,' ' States, l hereby assume command of the Army -of the Potomac. Patriotism anti the exeroi., of my every energy in the directing of this army, aided by the full and hearty co opera ion of its officers and men. will, I hope, under the blessing of God, ensure its success. " Having been a sharer of the privations and a witness of the bravery of the old Army of the Potomac in the Marylrnd campaign, and fully indentified with them iu their teeling of respect and esteem fur Gen. • McClellan entertained through a longand twist. friendly I association with him, I feel that it is out, aa a stranger that I assume their commad. To the ninth . corps, so long and intimately associated with me, I need say nothing. Our histories are identical. " With a diffidence for myself but with a proud confidence in the unswerving loyalty and determination of the gallant army 11,11 v entrusted to my care, I accept its control, with the steadfast assurance that the just cause must prevail. Harrisburg, Nov. 10—The difficulty with regard to the drafted men which has recent ly threatened to entail serious consequences, has been satisfactorily arranged. The late order of the War Department, which prevent . ed these men from organizing into companies and regiments, in accordance with the laws of the State and the prescribed regulations, has, through the instrumentality of Gov. Con• tin, been revoked. Ile strongly protestel against the manifest injustice of tins order. Thousands are now returning to their va• lions commands who had either deserted or refused to assemble while under the intpres alma that they were to be forced into old regi ments and. be required to serve longer limn the time for which they were drafted. The mon are now content and happy and organizing rapidly. The Governor is exercising the most com mendable care in his selection of field officers for reginients composed of drafted men We understand that no man will tit:commissioned to a field position who has not had one year's experience in the field. Nv,here they will he mount ed and equipped, previous to joining (inn. Rosecrans, their n ate commander. Success to them. DESEMERS.—We perceive that there are a number of young men skulking about town, who, about the tune of the battle of Antietam, took " French leave" of the army, and have been in Carlisle over since. These men belong to the companies of Capts.;Lee and PORTHR, and received, each, from the county the liberal donation of fifty dollars, for which they have rendered little or no tervico. They are to all intents deserters.' and as such are amenable to military law. We could give the names of these DUSEIITERS, but refrain for the present, hoping that shame, if not honesty, may induce' them speedily to return to their regiment. If this hint is not improved upon, we will advert to this subject again. Then and Now"—what a world cf reminiscences these three short words suggest? Fifty-seven years have brought with their ceaseless round many and varied changes. The area of our county has been reduced since then by the erection of Perry county, which occurred in 1810. The population has y . creased from 25,3813, in 184 i, to 40,0:'S in 'IBGO.
