Billiard tables require a special license, and bagatelle tables are reckoned as billiards. Commis ion merchants who are also ship or commercial brokers, are required to take out licenses. 6. Grocers selling flour by the barrel, or salt by the sack, or any other article in the original package, are reckoned as wholesale dealers. 7. Stamps must be attached to the papers requiring them at the time of their execu 'on, and Trust be obliterated by the,persmi writing his initials upon them. Telegraph ic despatches must be stamped and enlaced when delivered to he transmitted• But rail_ road and•telegraph companies are 'tot re quired to stamp their own despatches over their own lines. 8. Arrangements will be made with the collector of this district to supply stamps to parties desiring to purchase $5O worth or over, nt the rates of discount established by by the Treasury Department. 9. Notes and hills of exchange drawn for a certain sum, with interest, will be stamped according to the principal sum. Foreign currency will be estimated at the real par of exchanges the pound sterling, for instance, at the rate fixed for sovereigns, not nt the nominal rate of $4.4:1'1, nor at any market rate of exchange, which is now somewhat above real par, 10. In reference to public houses and liquor dealers excusively, it is defined that in a tavern or public house where liquor is sold license must be taken for each business, the license for the tavern to he according to the rental, and the license fur the liquor in all cases of retail to be twenty dollars. Whole - sale, and the license is one hundred duilars. • Restaurants which furnish bedding, and which keep liquors are required to obtain three licenses—first a tavern license, second ly, a license fur a liquor bar, of twenty dol lars, and thirdly, a license for the eating bar, costing ten dollars, when the receipts amount to or exceed one thou-and dollars per year. Eating houses are permitted to keep confectionery without an additional license. All dealers in liquors by retail are required to - pay a license of twenty - dollars per year. The penalty for refusal or failur.: to take out license is n fine of three times the amount of duty or lax imp6sed by the law, one half of which goes to the informer. These taxes are; of course, in addition to the State licenses now imposed, and the area mutation of expenses will materially -facet ' the smaller dealers, who bound in every part of the Stare. The prosecution of deliiments is made imperative on thepollectors, who hold the names and residences of ,all ilea lei* so that escape from the penalty is next to I'm possible. THE ELECTION Tuesday next will be election day,—when the people:will once more choose (heir office holders. Some of the offices to be filled are of vital importance to all of us. Upon next Tuesday's election rests the success or down• fall of our Union. Upon the people—upon each and every voter rest a responsibility of immense proportions. On next Tuesday each voter will either aid in perpetuating our RepiiblicatiTOrin of . Govertitnent; or Plunging our country into ruin. A new Congress is to be elected by the people. If they send tb Washington a set. of men who will sustain the Government in its efforts to crush the infamous rebellion, our country will be safe. If the next Congress be composed of men who syriap. athize with the Rebels then our Union is gone. We may as well have a rebel Congress as a Congress of sympathizers. We care not what a man's political views are—the great ques tion now is, 78 he a true UNION MAN ? If a candidate will not, now, in our hour of trou• ble, pledge himse \f to use all his efforts to crush the Rebellion, he is unworty of the sup port of any voter, and the man who votes for such a candidate aids in taking the life of his country„.
