E. V. SUMNER,

Official :
P~cnAnn C. Drtrm,
Assistant Adjutant Gcnaral
PownEn.—lt seems to be under
stood t hat Gen. McClellan is pursuing the plan
of meeting the rebels with small bodies of
coops in frequent. reconnoissances and forog
ng expeditions, for the sake of getting his
men accustomed to being under fire. They
are taking their turns at being shot at, as a
part of their elementary discipline. '• All the
drilling in the world will not make them and
diers w thous the frequent smell of powder.'
and this they are now enjoying every few
days."
A Terror NG Sel DEST : The prisonerS
who had been sent to the :Rip Raps ml their
way to Tortugas, by order of Gen. McClellan,
wore addressed the other day by (ion. Wool.
He told thorn had Gen. McClellan shot them
cm the spot for rebellio in the face of the
enemy, he would have been perfectly just
lie, however, had a proposition to
make to them. All who were willing to
place themselves in his hands should step
forward three paces ; those who refused
should proceed, to Tortugas. The entire one
hundred and fifty Zimaves then stepped
forward, with cheers. Many were so affected
that they shed tears of joy and expressed
to be placed whore they could best
retrieve the stigma that their acts lind brought
upon thorn. The whole number were
immediately taken to Newport News and
mustered into a New.
