' ed and'provides as follows, viz:
SEC. 1. That the; Secretary of the Com
monwealth, Auditor General slid State Teas
• uror,,for the tittle being, shall be Commission
ers, who are hereby authorized to receive the
revenues appropriated by this act, or which
may hereafter be appropriated for the same'
' object, and 'to purchase therewith the 'debt of
the State of Pennsylvania at its Market
if not exceeding the par value. thoreof,,to the
fulblextent of the said revenues, and to hold
and apply the same, and the interest thereon
accruing, firmly and, inviolably on ,the trusts
and for the purposes hereinafter specified.
Sec. 2. That all revenues derived front the
following sources, to wit: the taxes on collat
oral inheritances, and the per ceutage assessed
. uprin any bank or railroad, or cortPunining, or
railroad and coal mining, orimProvement coin
piny. charter all taxes assessed on distilleries
' and brewerlb.%, or billiard rooms, bowling sa
. loops and ton pin alleys, on. new counties, on
theritrical,eircus and..meniuworie exhibitions,
Mid on owing houses, beer alms and restau
rants, and allUsuch revenues as the Legislature_
maiy from Gine to time set apart, for the pur
poses mentioned it this act
_, so soon, as
the 'same shall be received at the Treasury, be
paid over to the sold Commissioners, silo shall
forthwith proceed to purchase the debts of the
Commonwealth, on the terms and for the pur
poses set forth in the first section of this_act.
SEC. a That the said Commissioners shall
be authorized to receive the interest duo and
payable on the debt, so as aforesaid purchased
and held by them, which interest shall be like
wise applied to the purchase of said debt,-so
that the same shall form a constantly aectunn-
Luting fund fiir the extinguishment of the pub
lic debt.
SEC, 4. That it shall be the duty of the said
Commissioners, on the first Monday of Septem
• ber in the year one - thousand' eight hundred
and fifty-one, and on_the_saute_day,ill_evem

the debt of the Commonwealthheld by then'
to the Governor, who shall direct the • certifi•
cotes representing the same to be cancelled,
