providing for certain reductions in the Militia ex
penses of this Comnionwealth. - It reduces the pny
oldie Brigade laspectors and other officers, sad also
the fees—repeals all previous nets nutlinrizing the
payment of moneys out of the Treasury for militia
expenses, and requii'es the expenses to be confined
to the amount of fines and forfeitures pollemCd. The
last report of the Auditor' General shows that more
than $33,000 have !men' expended during the last
year for the support ofwhile only thirteen
dvr9rs,and some daa cents It been collected in
the shape of fines and forffiitures.

It appears that Daniel M. Brod the- chief
agent in this nefhrioua business, r,4...ived, in 1839,
from Governor Porter, the appoint oent of special
agent to negotiate loans with the hanks. It fur
ther appears from the testimony of Thomas Dun
lap, the President of the U. S. Bank, that it was
in iportantto tint-institution that it should have
the whole amount of the certificates 'of the loon
of twb Millions,sfilly four thousand 'dollars, down
the loan was payable in instalinenta-.--'
as, the certificates might he transidittecl to Europe
and hrincediately converted into money. It wad
in connection with this matter, Says Mr. Dunlap,
an unWilling witness, that a certain item Of $25,.

all Mr. Brodhead rtbived for his setvices as Loan

count of the United States Bank that the whole
amount paid D.M. Brodhead; in the course of a
single year, in Virtue of his appointment by the
