the government of a country, and, is intended to.

ed by the common consent Of mankind to. be mark

3. The capital of Banks is composed of the
money in the hands of the people when' the Bank
—was established—thus the capital of the first bank
was corned metal; of the second bank it ma part

third it was part coin and the notes of the other

5. Every newbank chartered by this State or
any other State after the average natural share of
specie 'point is attained increases the capital that
has for its basis property, but cannot to the value
of ono cent increase the capital based on specie;
ti,or can it afterwards be converted into specie
simultaneously without producing the utmost dis
tress and committing, the utmost injustice. • '
6. If the currency of any country be gold and
silver money alone—forinstanCe, the Island of
Cuba with a populatfon mostly slaves, and also
some of the , pettysovereignties in Europe—it has
happened that about thirty men in every hundred
will possess themselves by some means of the
quarters, halves and whole dollars, _Und -about
seventy men in every , hundred will have their
dealings so exceedingly simplified, that the levies,'
lips and cents will measure" them. The remedy,
for ths,present evil currency is plain and can be
epOdily applied by the Legislature if they will,

As the business of MOSES MYERS, who is en
gaged as a Millwright, in Lebanon township,
‘l, dams county, has been injured to some extent by
the evidence in a late lawsuit between myself and
David Cockley of Laneasttr, in which it was repre
sented that the machinery in my mill haul not ppera
ted properly on account of defects jit. the wheels
constructed by Mr. Myers. 1 deem it an act ofjus
lice to Mr. Myers to state to the public that I did
,_not and do not Aelieve such to be the , ease.. And
Woulddiereby recommend him as a first rate work
man, the evidence of which can be found by examin
