Public Power* for Private Use-
IN the division of the Pittsburg dis
trict, for STREET-ear and elevated rail
road purposes, the Oliver and Bigelow
brother- got part of the point or lower
district of the city, the bill district and
East End: the Mel lons «ot a foothold
in the lower Dart of the city and the
Monongahela valley, and Dick
and his crowd got a part of the point,
Allegheny and the Ohio and Beaver val
ley to New Castle.
None of the charters seem to include
any part of Butler county or some of
the neighboring counties; but as therie
charters carry the right of eminent do
main 'barring grave yards and churches}
are good ' on, over or under' any street
or public highway, not already taken,
are perpetual, if used within nine years:
and are without consideration to either
town or country, charters covering all
Western Pennsylvania are probably on
file or in course of preparation.
"Throughout the State, in the cities
and towns and on the highways con
necting them, corporations can be form
ed under this act to hold up every legit
imate enterprise and demand tribute of
it ,
This is the ESSENTIAL purport of the
whole vicious scheme. It is not to pro
mote railway building. It is to seize
upon public franchises and use them for
private gain or for the" furtherance of
political combinations, without any ad
vantage whatever to the people
With all the abuses of corporate pow
er that are justly complained of, there
has not hitherto B«-en such an exhibition
of greed as this. Franchises have been
granted lawfully to corporations that at
least promised to perform K/me useful
service and gave some security of com
pliance with their undertakings and
aonie compensation for the-.r PRIVILEGES.
The corporations formed under these
ART' are required to give no security
and no compensation, and are E -t bound
to the PERFORMANCE of anrttiiug-
They need mot even give notice of
their purposes They need make no
actual investment, -except in political
influence. to become themselves INVESTED
with the sovereign powers of the C<M
MOBWEALTH to employ as they will, to
obstruct or to crush, as well as to con
struct OR promote, as their POLITICAL S
pergonal interests may be served.
Such powers a* these ought not to be
given to anvbody. It makes it no better
the consent of the local authorities

granted for Pittsburg and vicinity that

capital stock fixed in many of the appli
cations is only nominal, and the transit
developments in Pittsbnrg and Alle
gheny alone, as a result of the new
legislation will cost a vast amount of
money. The division of the I lttsburg
field for immediate op' rations is as

The Bigelows, Oliver-, uu Quays wi.i
control the downtown section of Pitts
burg and build an elevated road from a
point near the Union depot to a point
near the Baltimore & Ohio depot at
Sinithfield and Water streets, with
elevatM line® and -pur* along
avenue to Wilkinsburg. out Butler
street to Highland Park, over the
Seventh street bridge to Allegheny,
with connections east on Ohio street and
west on Ohio street. Western avenue,
Bidwell street and Locust street to the

be covered The first work will be to
provide relief for the congestion of
downtown jiassenger traffic.
The Mellon interests have the Mocon
gahela vallev. including all of P:ttsbnrg
east of Craie street: with the Second
avenue and Southside routes into town,
and covering the whole residence sect! an

The Ohio valley charters are held by
the Onay lines, and are six in numt*-r_
making it possible to build sections of

The Keystone Beiifctii. Society of
Hooker assisted by the citizens of the
community, will hold a festival at the
Grange Hall in Middletown on Friday
evening, June 21st. The proceeds will
be used for a benevolent pnrj>ose.
Miss Delia Thompson returned t,>
Dixinont last week.
Peter Thorn, an aged and highly re
sj»ected citizen of Peachville, died at his
home on May 31st, and was buried 111
Zion cemetery on Monday following.
Mr. Thorn was in the 71st year of his

second annual report to State
Superintendent Shaffer.
1 here give a few of the facts and fig
ures taken from the annual report of
onr county schools for the year ending
June 1901.
The past year has been a _very success
ful one in school work. Not all ot the
5,-boots of this county have been as suc
cessful as they might have-been but
vet a> a whole we had bnt few real ..iil
mea.
During the Tear I held 12 public ex
aminations for provisional certificates,
one for professional certificates, and in
22 different places I gave nn examina
tion to pupils desiring a diploma from
our public schools.
In 'electing the questions for these
examinations I tried to use only such as
referred to up-to date school work, ana
gave no puzzles, or catch questions.
I granted 251 provisional certificate>
34 professionals, which nnmVr includes
all now in the county, and I*-" grades.
For diplomas about 2HO pnpils enter
ed the examinations. 150 of whom pass
ed the required marks and will receive
diplomas. It is certainly not a pleas
ant dutv to refuse either a certificate or
a diploma to all who take the examina
tion. but for the welfare of our schools
and in justice to the office we must do
this in some cases.
All manuscripts handed me are on
file in my office and can be seen at any
time by "those who gave them to me,
but cannot be taken from mv office.
We have in our county 52 school dis
tricts. 312 school directors, 251 school
houses, 297 school rooms and about 11,-
000 school children.
We had. last yea". 2fc« teachers, not
including those of the model school m
connection with the Slipperyrock State
Normal, in which magnificent building
eleven grades are now being taught by
the seniors from the Normal.
Of our teachers, 123 were males and
163 females. 5* taught their first term
last year and 91 had taught for five or
more vears. held provisional cc-rti
cates. -I- had professional and <0 were
Normal graduates. ,
Teachers are l»eing better euu'-ated
vear after year, and we think that ti; —
dav has now come when no one shonM
ask for a teacher's certificate who has
not alreadv taken some advanced school
work. The great cry for education, as
well as the growing need of it. each <l
- this from the young men and the
young w>>men who desire to teach
school.
I am glad lo report that m neam
every district of tb.s county amove was
made last vear to place the beginning of
a school librarv. At the teachers" meet
ing list fall I requested the teachers to
do what they could to get into our
schools some good, pure books for the
bov- and the girls, and as a result more
books of this kind were placed in onr
schools last year than had been pit
tber. for the twenty years preceding. I
here wish to thank the teachers pupil*
as-I patrons for the effort you rut forth
in this imp.-rtant icatver. for I belkfv*

To provide for public sewerage for
that part of Hickory St in Bntler boto.
Pa.. beginning at a point eighty fe*t
ejtst of Centre Atv. on said Hickory St..
thence alonjc Hickory St to a point
eighty feet cast of Cnpp< Wav. and de
termininiithe manner of payment of the
cost thereof.
Whereas, a petition has l<een pre
sented to the Town Council of Bntler
bore, for the public sewerage of that
part of Hickory St. beginning *t a point
r-Tghty feet east of Centre Ave and ex
tending to a point eighty feet east of
Cupps' Way. which petition has been
signed by a majority of the property
owners representing a majority of the
feet frontage upon that part of Hickory
St proposed to be sewrred as required
bv Act of Assembly, approved May 15th
1-ssft, relating to the public sewerage of
striata in boroughs, therefore:
Section I. The Burgees and Town
Council of Bntler borough do ordain
and is hereby ordained and enacted by
authority of the same That a system
of pnblic sewerage being necessary for
th»- disposal of waste water and other
sewerage matter for that patt of Hick
ory street lying aud between a point
eighty feet east of Centre avenue and a
point eighty feet east of Cupps Way
i which part of Hickory street is a public
street of said borough regularly laid
out. opened and used as a public street*
shall be and hereby is adopted and shall
be constructed according to the plans
and specifications cm file in the office of
the City Engineer, and that the place
or places In and along said part of said
street where sewer mains or drains or
branches thereof shall be laid, are fixed
according to said plans and specifica
tions.
Section 2. The cost and expense of
sewering said part of said street shall
be assessed npon. collected from and
paid by the propel ties adjoining or ad
jacent to the sewer so to be constructed
or the owners thereof in such propor
tions as iiiav seem just and equitable as
provided bv Act of Assembly, approved
May 15. IS<9.
