are in favor of national dishonor by

it means anything, mean? repudiation.
Our fathera bequeathed to 11s our flag
with every star unsullied in its glorious
field of bine. Shall we sully it now?
They loved it and they followed it on
many bloody fields. Many of von, my %
friends, have followed it where the *
missiles of the enemy were weaving
the air with lines of danger and of
death. They loved it—you loved it— .
because it was the emblem of your
country and yonr country's glory.
Shall we dishonor it now? _ .
We want our children and our child
ren's children to love it and to follow it
down to the iatest generation. Let ns
not dishonor it now. ,
Long may it wave unsullied. Long
may its stars shine, and may they grow '
brighter and brighter; and may they
flbine till the last star of heaven shall
fall God grant that that day way
never come when the great nation shall
be plunged into the vortex of national
repudiation, dishonor and disgrace.

earnestly desiring the success of cui
party, assembled from all parts of th.
State, we deem it proper to make pub
lie expression of our views on certair
matters of present political interest
and. as we believe, of the highest im
portance to the people of the Common
wealth. In so tar as these views com
mend themselves as wise and patriotic
we earnestly call upon our fellow citi
zens holding our political faith to tak.

action as will make them effective.
First—We call attention to the dis
graceful condition of politics in oui
State, brought about by the prodiga.
expenditure of money to corrupt am
debauch the voter. Its baleful inrinenct
has been made painfully prominent lr
recent years in the election and control
of delegates to oar party conventions,
in the nomination and election of mem
bers of the General Assembly ana then
recent election of Lnited States Sena-
The result has been that, instead of
th* party conventions representing th«
free will of th* party, they have sue
cessfnlly defeated it. and public uffi
rial*, nominated and elected to faith
fully serve the Commonwealth, have,
immediately upon taking their oath of
office, apparently interpreted that oath
to mean fealty tc an individual leader
and the dispenser of political patron
age. and have become meekly submis
give to his orders.
The dispassionate observer of the po
litical situation is forced to admit with
humiliation that the Republican party
of our State is now dominated. control
led and used for the political and gnam
cial aggrandizement of one man ana
those whom he has chosen to partici
pate in the spoils
Second—A large majority of the
members of the General Assembly of
1897 were nominated and elected 03
questionable methods, the chief end in
view being the election of a United
State# Senator in accordance with the
dominating iufluaorf.in State politics
but the corrupt bargain
the absolute control of legislation for
ill purposes. It was not an unusual
thing during the session of last year for
the citizens of the Commonwealth to
witness the hurnilafing spectacle of
their representatives wasting qavs ana
weeks, and neglecting public business,
because of the delays of their chief, in
giving them instructions as to what he
wished them to do.
It is not difficult, therefore, to fix the
the responsibility for the last Legisla
ture, both as to what it did and what
it failed to do. It may be profitable to
make reference to the record made by
the last General Assembly.
In the organization of both branches
3 f the Legislature they permitted no
member or Senator to have a place upon
my important committee who had the
courage to differ from the majority in
ais views as to the person who should
be elected United States Senator
So numerous were the places that had
jeen promised for the support of their
•andidate that they padded the payroll
with so called officials without the au
thority of any law, and appropriations
! or payment of such officials only railed
>f becoming laws by the interposition
>t the Executive veto.
In order to protect the State Treasnrer
or such payment, which they «*coeniz
;d as illegal, a bond wan given toiodem
lify that officer against personal loss
rom such illegal payment. The history
if this transaction is recent and fresh
n ths minds of the people.
They sought to take from the public
reasury thousands of dollars for pre
endixi expenses, for services upon pre_
ended investigating committees, of
vhich the Lexow Committee is a note
ions example, and for junketing trips of
he members, and failed only by «saaon
,f the interposition of the Executive.
At a time of the most serious bum new

ed during the last two sessions more

awful or useless, which appropriations

For the purpose of creating new of

The foregoing reference to the work

infficient to indicate the character of

The redeeming feature of tliat l,egv<-
ature was the firm and uncompromis
ng stand taken by that body of legisla

protect the taxpayers of the State from

recently he sought to make the same
sort of "bargain foi the office of Receiver
of Taxes' in which he failed without
anv fault of bis.
Fifth- Against the continuance of the
system, we have undertaken to describe
we enter our solemn protest, and call
upon all citizens who believe that the
ballot should be free and nntrammeled;
that the political affairs of the Com
monwealth. should be managed in the
interest of all her citizens, and that the
surest guarantee of good government
is the election of honest and mdepend
ent men to public office, to attend the
primary elections and see to it that such
representatives are sent to onr con\en
tions, and such members to onr (ieneral
Assembly as cannot be corrupted either
by the nse of money or by the promise
of appointment to political office.
In making this appeal to the Republi
can voters of Pennsylvania we have
felt it to be onr duty as citizens of a
great Commonwealth, being neither
office-holders nor office-seekers, to di
rect the attention of the Republican
party to the existence of a system most
vicious in character and inimical not
only to the interests of all our people
to-day, but which if continued will ulti
mately be dnstructive of the Republi
can party and of the Government itself.
The remedy is with the people, the op
portunity is here, and if all Republicans
will exercise the power given to them
by the use of the ballot success is cer
tain. , , .

Wreck of tlie Maine.
The United States battleship.
"Maine," lying at anchor in the harbor
of Havana was destroyed by a myster
ious explosion, iTuesdav at 9:40
P. M. The explosion was a teriffic one
and shocked the whole city. It is be
lieved that a hundred of the crew per
ished. Capt Sigsbee's first telegrarii to
the Navy department was as follows -
• Maine blown up in Havanna harbor
at 9:40, and destroyed. Many wounded
and doubtless more killed and drowned.

' "SIGSBEE.
A dispatch from Havanna yesterday,
said that 2 r >3 of the crew were killed by
the explosion or drowned. The explos
ion occured under the ships bows, and
her magazine was back of the coal
bunkers. The explosion was terriffic,
shaking the city.
Indications were that a torpedo had
been explqded urjder the bows of the
battleship.
Captain Sigsbee, who was wounded
in the head, says the magazige was in
perfect order. "In his shirt sleeves he
directed aii the work of rescue. He
was bleeding slightl*. and his clothes
were covered with diri.
His first caru was for the woqnded
All of the crew who were not disabled
showed great coolness and courage.
Five minutes after the explosion the
Alphonso 11., the Spanish cruiser. ly_

hurried tbem to the sinking battleship.

signee of T. B. Allison and a few days be

in bank. Allison was possessed of a
number of tracts of land, which the
assignee sold. Among the last proper
• ties to be disposed of was one known
as the "Schlemmer tract." in Canoe
township. This had been up for sale
several times, and was finally knocked
down to John Hill of Armstrong town
ship, for $929. No deed was made to
i Hill for some considerable tiuif«. Fin
p ally arrangement-, were consummated
for the purchase of the land by Jacob
1 Buhit and P. C. Muth, for the sum of
$3,225. anil Hill leeded the land to
Z»-itler and they to Buhite and Muth.
The First National Bank, which was a
1 creditor, filed exceptions to the account
of the assignee, claiming that the as
-1 s-.gnee should he surcharged with the
s difference between the price of the
H land as sold to Hill, s9*l ;.nd the price
obtained from Buhite and Muth, $3,225.
i- The case was heard by Judge Greer
and h» dismissed this exception, and
confirmed the account of the assignee,
" with a few unimportant changes. On
1 'his Judge Blair, attorney for the First
National Bank, appealed the case to the
e Supreme court, and the court below
0 was reversed, as noticed in the first part
n of this article.
