March 23d. at WASHINGTON. J In the House of Representatives Mon- J dav, January 31, 18116. on senate con d current resolution No. 22, declaring , that all bonds of the United States is- t sued or authorized to be issued under g certain acts of Congress are payable, ( principal and interest, at the option of the Government, in silver dollars. et Hon. J. B. Showalter said: \ Mr Speaker: I rise to enter my most } emphatic protest against the passage of this resolution. To my mind, sir, the situation that con::->-•• < 'i» to-day is of great moment, frei„fc*' ' with more evil consequences and ;• r 1 than the situation which con- . front' i .i- in the dark days of the early sixti's. Then it was a question wheth- t er the Government handed down to us by (.nr lure fathers should be mantained as a single republic or whether we should have two republics in these { United States. ( It was a question of union or disun- . ion. To-day it is a question of honesty or dishonesty—whether we shall be honest with onr own people and the peo . pie of other lands, or whether we ' shall be dishonest with our own people and the people of other lands It is a question, sir, of honor or dishonor. I . am amazed, sir, that the most exalted parliamentary body in the world, the United State Senate, should place it self on record as being in favor of pay- . ing our just and honest obligations in 44-cent dollars. lam amazed that they have declared to the world that they , are in favor of national dishonor by the passage of this resolution which, if . it means anything, mean? repudiation. Our fathera bequeathed to 11s our flag with every star unsullied in its glorious field of bine. Shall we sully it now? They loved it and they followed it on many bloody fields. Many of von, my % friends, have followed it where the * missiles of the enemy were weaving the air with lines of danger and of death. They loved it—you loved it— . because it was the emblem of your country and yonr country's glory. Shall we dishonor it now? _ . We want our children and our child ren's children to love it and to follow it down to the iatest generation. Let ns not dishonor it now. , Long may it wave unsullied. Long may its stars shine, and may they grow ' brighter and brighter; and may they flbine till the last star of heaven shall fall God grant that that day way never come when the great nation shall be plunged into the vortex of national repudiation, dishonor and disgrace. May that policy never prevail which , will sully our fair fame and make us a * reproach among the nations of fhe . earth. Vote down this monstrous j proposition and declare to the world tnat the American House of Represen tatives believes in honesty and national j honor and will maintain it at all haz ards. , Pensions were granted, Friday, to Greer McCandless, of Connoquenessmg, $8; Henry Shakeley, Chicora. and Peter Kennedy, Carbon Black, sl2. Senor De Lome, Spanish Minister at Washington has resigned, and Senor 1 Du Bose is in charge of the legation. To the Republican Voters of PettnsyjT rvnla A« business men and as Republican: earnestly desiring the success of cui party, assembled from all parts of th. State, we deem it proper to make pub lie expression of our views on certair matters of present political interest and. as we believe, of the highest im portance to the people of the Common wealth. In so tar as these views com mend themselves as wise and patriotic we earnestly call upon our fellow citi zens holding our political faith to tak. such prompt, energetic and intelligenl action as will make them effective. First—We call attention to the dis graceful condition of politics in oui State, brought about by the prodiga. expenditure of money to corrupt am debauch the voter. Its baleful inrinenct has been made painfully prominent lr recent years in the election and control of delegates to oar party conventions, in the nomination and election of mem bers of the General Assembly ana then recent election of Lnited States Sena- The result has been that, instead of th* party conventions representing th« free will of th* party, they have sue cessfnlly defeated it. and public uffi rial*, nominated and elected to faith fully serve the Commonwealth, have, immediately upon taking their oath of office, apparently interpreted that oath to mean fealty tc an individual leader and the dispenser of political patron age. and have become meekly submis give to his orders. The dispassionate observer of the po litical situation is forced to admit with humiliation that the Republican party of our State is now dominated. control led and used for the political and gnam cial aggrandizement of one man ana those whom he has chosen to partici pate in the spoils Second—A large majority of the members of the General Assembly of 1897 were nominated and elected 03 questionable methods, the chief end in view being the election of a United State# Senator in accordance with the dominating iufluaorf.in State politics but the corrupt bargain the absolute control of legislation for ill purposes. It was not an unusual thing during the session of last year for the citizens of the Commonwealth to witness the hurnilafing spectacle of their representatives wasting qavs ana weeks, and neglecting public business, because of the delays of their chief, in giving them instructions as to what he wished them to do. It is not difficult, therefore, to fix the the responsibility for the last Legisla ture, both as to what it did and what it failed to do. It may be profitable to make reference to the record made by the last General Assembly. In the organization of both branches 3 f the Legislature they permitted no member or Senator to have a place upon my important committee who had the courage to differ from the majority in ais views as to the person who should be elected United States Senator So numerous were the places that had jeen promised for the support of their •andidate that they padded the payroll with so called officials without the au thority of any law, and appropriations ! or payment of such officials only railed >f becoming laws by the interposition >t the Executive veto. In order to protect the State Treasnrer or such payment, which they «*coeniz ;d as illegal, a bond wan given toiodem lify that officer against personal loss rom such illegal payment. The history if this transaction is recent and fresh n ths minds of the people. They sought to take from the public reasury thousands of dollars for pre endixi expenses, for services upon pre_ ended investigating committees, of vhich the Lexow Committee is a note ions example, and for junketing trips of he members, and failed only by «saaon ,f the interposition of the Executive. At a time of the most serious bum new iepression and the resultant falling on >f the public revenues they appropriat ed during the last two sessions more ;han $1,000,000 for purposes either un awful or useless, which appropriations fortunately uiet executive disapproval. For the purpose of creating new of Sees and to extend the power of patron jge they passed what is known as "the Mercantile tax bill, imposing burdens ipon and crippling alw#ost cvprjr Hess interest in the Common al ready overtaxed, and but for the Execu tive veto this bill would have become a For the purpose of punlshlnu the Mayor of Philadelphia, whom they *>uld not control, they pasted what is mown as the Becker bill, which, had it jeen suffered to become a law, would lave destroyed mapy of the most im xirtant features of the charter govern ng that city, and as is well known, wa:s mivf-rsally disapproved by the people to be affected. To afford great opportunity to make ippropriations for useless and unlawful purposes a serious attempt was made to ■ut down the appropriations for onr mblic schools to the extent of *1,000,000 vbich failed of passing only because of anblie raised against it from ivery part of th±i f They failed to obey tne ot the Constitution requiring them i.j, make legislative and Congsessional ap x>rttomnento. Under a pretense of wform a Jaw was lassed, with the intent of satisfying th*. 1 >eople, requiring the depositories of jublic funds to pay interest, but they vere carefnl to omit from the provisions >f the bill the million or more of dollars it all times in the sinking fund. Numerous bills were introduced for he mere purpose of extorting large IUUIS Of money from the corporate and >th«r iotefrtfs of the State as the price if preventing tht.'f To satisfy jublic demand an ihy/iStiaiJ'.on of the Treasury was ordered, but uW-' it appointed was so constituted tnat nstead of investigation their plain ef 'ort was to conceal, and no questioning was permitted to propounded by any member except such as had bs*n pre jared in advance and where )t way mown that the answers would do no larm. The foregoing reference to the work >f rh« last Legislature is abundantly infficient to indicate the character of he member, and influence by which hey were controlled. The redeeming feature of tliat l,egv<- ature was the firm and uncompromis ng stand taken by that body of legisla ,ors known a* "tufl seventy six, who lid all that possibly couJd done to protect the taxpayers of the State from he flood of proposed corrupt legislation ind who therefore deserve the recogm ion «»nd gratitude of all the people of he Commonwealth. So insolent and shameless have those n power become that il&y fiave dared n some instanes to recommend Utf ap jointment to Federal office members of he last Legislature as a vindication of heir wrong-doing.
