facturing consumer, must damage the Agricultural
producer, and neither can he injuriously affected
without detriment to the Merchant, at once con
sumer and canier for both. As, however, ihe ele
ments of manufacturing and commercial industry
must be derived chiefly from the soil, is it not the
obvious interest of all other classes that the one
which gives to .ill their employment and subsist
ence, should be encouraged and benefitted with
every advantage mat science can cooler and the
most enlightened itidustty make available! Yet

in Europe, and still later in America, that the pub
