The right to 'exist involves the right to the means of perpetuating existence: Our- goverment is the result of the aR• gregated exercise of the individual Goa given right .of self-prest r cation. The right to form it [wolves also the right to change it. • Its founders stalti4 "their lives, their. fortunes, and their saw-ed honor" to secure to thenibeives and to their pos terity such rights. I They priied them highly. As:the tesults of their efforts we havelhe constitutional guarantee that it. iq .- the right of the people "to alter, reform or aboliAl their govein laellt in such ma . uner as tley proper." - The power that refuses to permit the exercise of such right by the ptople, practically nullifies the right itself. The right to traffic in alcoholic bever ages.is neither a God-given nor inde feasible one. It is simply a privilege granted by law. through our courts or excise boards, and may be withheld at discretion, or the law authorizing the granting of such privilege may be re pealed and the privilege wholly denied. Two classes of persons object to the prohobition of the traffic, claiming that such prohobition ie a , trespass rip en their rights and _liberty. The dealer objects, that it deprives - him ►f his means of livelihood. It is true it deppives him c'.f his particular zneausof livelihood. But he has no right to complain of this. The author. ity that grants him lideuse for a con sideration may refuse ko renew it. As to the rights of the two parties in the case, the public has just as clear a right to- refuse to grant license as the., dealer has to refuse to accept the terms under which it is offered. The government has the same right to refuse to grant privil eges destructive of self, as the Dealers under the license system have no right to complain of the appli cation to them of the rule: which they enforce against , others. The license system prohibits all who have: no license. leis partial prohobition. It is' pp posed to make it general and' treat all alike. . The second class are tht drinkers. Stop the sale of liquor and the drinking will stop, unless drinkers make it for their own use. Sumptuary laws, such are called, and are objected to. When a party of men declare against all samptuary laws, they declare that they would not abridge people's rights as to drink, food or apparel even to save the government or protect any portion of its subjects from destruction. They thus deny the right of self-preser- vation so far as appliable to government when such right comes in opposition to taste or appetite, however morbid or depraved. The State—the Nation is made up of individuals. That which destroys or injures personsdestroys or injures integral parts of the State. If 'the State has the,powerj to protect its several parts, it mast have power over the enemics of these parts. People to live under the protection of government - , must yield somewhat to the organiza tion Mutt prutccta them. That, gwreiu ment is best which La ords the best pro tection with the largest liberty consis tent therewith, in other wOrdS the lar gest liberty with the least trespass or yielding of natural rights. - All crimes and offences are trespasses upon rights. Now it comes down to this that if three-fourths of the crimes committed result from the liquor traf fic, then by prohibiting it, three.-fourtiis of the whole work of governmental protection scan be accomplished with no rights saerficed or yielded save those of • the thinker to his grog. ' Most grog drinkers will adn.it in their sober moments, that they would the better off without it. These know the elangerotis tendency and general results of their habits, i►ud that their practioes - are to an. extent at least crim inal in - character. So 'the only right taken or yielded by prohobition is the right of self-conscious offenders to pur- Ate a dangerous practice, if right it may be callel Hence, this is the wisest and most Lcuelicial , .governmeut act possible, i.,:vause it kill effect most with the 1.-ist expenditure. Ti is the "ounce ~f in,reation worth many , pounds of rare. ,• Thu constraints of law should, fall upon the wrong doer. The law that proteetS wrong doing, and causes evil to fall upon the innocent, is a fraud. The law that does not restrain the wrong doer is useless for protection. The question of prohobition. is simply a question as to whether the morbid unnatural appetite for strong drink . has, stronger demands for gratification at the hands of the government,' than men, women and children have fur protec tion from all the terrible evils result ing therefrom. In other words, is the right to grog S.) B:iered that all other rights must be sacrificed for it gratifi cation?' Temperance is a personal virtue, the same as the practice of • -honesty or any other virtue. Any subject or qaestiou upon which it be comes necessary to make laws for the public good, becomes thereby a politi cal question. We measure evils by their known affects. Goierument must meet and grapple with the enemies of its sub jects, and treat them according to their jtyst deserts, whatever their guise - or garb. It it cannot do this, it is 'un worthy the function. If the evils of the traffic rise above all others, then the quc-stion of treatment becows pars mount to others.- The fact that it ex li - ists bylgovernmeet• sanction, runs riot under government seal, - is an . admission -of goVe i ronient authority' over it.. It is like a ravenous beast wearing a govern ment Collar, protected by government authority, let loosd upon the people, worrying, maiming antlrdestroying the m _ by the hundred thousands. Such sanc tion and .protection pitt4 the govern ment.in the position of trespasier and -aggressor. :upon the; people, liable to action' for all damages if it could be • brought auto a court of equity. • •lAut the p.ople -are theinselves the rulers,esercising such functions through their chosen agents, It is an error how evei to assume that public ()Onion rules, or becomes crisalized into law as-' against controlling selfish interests, or ganizred, and under 2 , Unita leaders. Popiilar sentimeut is agsiust the liquor traf f ic and has been for many years, yet it is bolstered up by law; our public records certify to the good 'inorat char acter of those engaged in it; and they jnstify themselves by the sanction it gives, and the partnership in thw profit by the public, and the influence they exert 'upon those high iu position and honor in the laud. They are a unit in purpose as to the 'protection deceive the traffic. Their policy is divide, deceive and conquer, The people took forty-one counties of this State from them at the first outset.. That victory- wawa proof .to them that the question must be kept from .the heople. lt must be buried under the rubbish of party interests and preju diciti, behind party lines. The people I now ask these parties to give' them an opportunity of deciding the question of I license, by voting on a constitutional anieudment. It is a right which their . constitnt.on guarantees to them. These pieties are in such ft ar of the liquor in tent at, that they dare not, CV' n deel ire in favor of giving th people au oppor tunity of exercising au utiquestiono constitutional right to settle a question of vital importance to them and• their posterity. One which looms up above all others in importance in any aspect from which it May be viewed. - k The committee on resolutions in the Republican State Convention, held, at Harrisburg; September Bth, refused to I adopt one in ,favor of such a measure, Honorable George Landon, who pre sented and urged the adoption of _ such a resolution, says, "Here it necessarily endeti r Under the circumstances the passage. of the measure was an utter impossibility 'in open convention." ' Now the question ; comes, what shall the people do?: The Deiliperatic party as au organiz.ition stanis minutely op posed to what it calls sumptuary lairs. Its policy, openly avowed, is for that traffic. The Republican party Claiming and really holding a large portion of the temperance element of the Slate in its ranks refuses : to give the influence of its power as an organiz itiow is favor of granting the people an opportunity of exercising a sacred .right. A. right no less sacred than the right of self govern ment itself. R. is the right, to .secure which, our fc. , refathers\pledged their lives, their fortunes and their sacred honor. The question is frankly put:— Is it not a refusal of an opportunity to exercise a right equivalent. to 'the denial of the right itself? . .. Political parties claim to be the CuSto- 1 dians of the people's interests. If they,' reins to give their influence in of such interests what claims have they to th pport of the People? . Are they to lie forever and receive support for eu hat they did 'in the distant paSt, doing . nothing for the' present . or future? The liquor men are a power, and wield that poWer successfully, because they are a unit in their purpose to pro tect their traffic. If those' opposed, would learn wisdom from them in this respect and put it in prahtice at the polls, politicians • would - respect them and cheerfully accede to their demands. The convention, by whose request Hon.'Geo. Landon presented the subject as above, adopted in its resolutions the sentiment at the he Ad of this article and also unanimously the following Resolution : "Wc'declare it to he our determined purpose in the. future to vote onlY . for such men and candidates of those Parties whose ptisition and pledges arc unequivocal upvi, two .u.si, important question beforelhe people of our State." . . This is the key to the solution•of the whole ,question. Let every man who is opposed to the liquor traffic form • ench a resolution in his own mindland sacred , ly keep it, and the desired object will soon be obtained. 'James 11.1.'
