FARM AND GARDEN THE FUELIiE WHEAT SEITLE.-It is rot improbable chit this year may bring - the competion between American and European farmers to a crisis. When crops are ba.d abroad and abgndwa there, as in . 1879-'BO, the foreign prodnceer may console himself with the thought that the circumstances are exceptional. Expecting them to improve, he is not likely 'to abandon the effort to grow Wheat. In - I'3Bll-'Bl, also, though crops were tolerably good is England and France, trey were so bad in &Mut and portions of Germany, and the demand fur the replenishment of exhausted stores was E 0 great, that the Circum stances were still exceptional. It.is not supposed that farmers. abroad have diminished the acreage sown, and there is no reason_ 'as yet to doubt that full av,raes croPs may reward their exer tions. But the prospect now is that the acreage sown in this country will be greatly increased. Oregon and Califor nil promise enormous crops, and have hand, moreover, an immense surplus from last y,a.r. 1 1 ,ne winter wheat States cf the Wert, acco l rding to the latest re ports, have fair reason to expect a yield nearly or quite ins' great as that of last year. It the season permits the planting and ripening- . of a fair crop of spring wheat also—and in spite of the gloomy talk of some speculators, there is noth ing as'Yet to warrant a different expec tation—this country will have more than' 200,000,000 bushels of wheat to, 'sell, while the deficiencr,in Europe may be much less than that quantity. In that event tile weakest will go the wall. Distance i the only element of weak ness in the position of American pro ducers.. The statements of the cost of production, which were given in the re port of the British "Agricultural Inter ests Commit-sion" in..185...t.t, have not been di-prated es being too low, and it has been frankly admitted in England that grain produced ,at such a cost, an I transported at the rates then iu force, • could be sold in English -towns at a -profit for less than the bare coat of growing wheat on English farms. But in these cialculations, the average cost of producing in the far West was esti mated at eighty-four cents per bushel, and a vast quantity of wheat is raised in this country a lower cost. The average cost of transportation to Liver pool, exchative of 3i cents fur handling in this country and 6; cents for Liver pool charge's, was put• at 50 cents per buslel, viz., 20 cents from the farm to Chicago, l cents thence to New York, and 14i cents from New. York to Liver- pocL The charges_ now, though navi gation is not yet open, are 15 cents from St. - Paul to Chicago, 18 cents from Chicago to New York; and lem than 10 cents from New York to Liverpool: Even this low rate will be greatly re duced, whenever it becomes necessary in order to secure a market for. the sur plus grain of the far West. Indeed, even now grain is being moved from St. Louis and -St. Paul, to Liverpool at less cost than from the 14isissiPpi river to New York. A single_ tug has just taken 9,100 tons of grain froin St. Louis, in barges; on the way to New Orleans. With an ordi nary stage of water the charge is said to be 5 cents a bushels from St. Louis, and 15 - cents flora St. Paul. Much' more than half the grain exported crosses the' Ili.ssissippi river. The actual cost of transporting by barges is said to be little more than half the rates now charged, so that, if it were necessary iu order to secure a market abroad, more than 100,- 000,006 bushels of grain could he moved down the river for less than five cents per bushel from St. Louis. Hith erto, lack of facilities and of shipping at New Orleans has restricted the move ment. But charters have actually been made in. this city; within the past week, for vessels to take grain from New Or lea. us to Liverpool , at sixpence, or 12 cents, per bushel. If surpitis grain is moved even now for not more than 17 cents pert bushel from St. Louis to Liverpool, whereas the present cost by rail from St. Louis to New York is about 20 cents, the British farmer has not yet felt - the lull force of Amencan.competition. From St. Paul to Liverpool the.present cost is 27 cents, whereas the rate by rail from - St Paul to New York is 33 cents per bushel. The river route, though, not enough 'wed now to influence railroad rates materially, as these quotations show, is liable to be very largely used whenever the possibility of selling 200,-1 00,000 bushels of wheat from theNorth w c at depends upon the ccst of transpor tation tlince to Liverpool. Then it will doubtless be found that grain can be moved from Minnesota to Liverpool for less than half the cost of traespor tatiou allowed by the British Commis ' sion. In short, the British farmer, who acknowledged that ho could not hive to compete With American grain costing in Edgland less than 81.43 •per bushel, may find that he is obliged to sell his own grata at less than $l.lB pey hushel, in orderito keep the home market fur himself.
