River and Ilarlior bill engrossed the atttition
of the S mate 'until 4 o'clock next - morning.
At the very outset, Ur. Clay, in calling up
the bill, said in substance to the •minority
" We of the inajJrity want to pass this bill
—we think, it is our right -to do so-'—we think
vou of the minority, basing enjoyed the am
plest opportunities to discus arid criticise it,
ought to permit us to take a vote upon it.—
But we know you have the power to talk it
to death, and, in so doing, if we also peVist,
you win 'defeat the Appropriation bill and
compel the President to call an Extra Ses
sion. Now rather than have that re§ult to
no purpose, I am ready to :give up the bill;
and if you gill simply avow. tliat it. is your
purpose at all cost to prevent the passage of
this bill, I will now move that it he l a id on
the table." He paused, but there was no re
ponse. The minority had the will - to du what
they. had not the manhood to avow. Su the
bill was proceeded with; the struggle on the
one side to pass it and on the other to defeat
it by talking against time, was protracted
until 4 o'clock next morning, ; when the ma-
jority, seeing it was now certain that the bill
could not pass. gave way, and permitted it
to be-postponed for four hours. It was Rev
