THE. WEEK.
At Washington the principal topic of
dispassion and conjecture,continues to be
the probable action of the President in
regard to the removal of: the troops from
the State Rouses of Louisiana and South
Carolina.
The following letter has been ad

dressqd to each of the rival Governors of

tion his purpoSe, to take into immediate
- consideration 'the position of affairs in
South Carolina with a view of; determinm
ing the couzse which, under the Consti
tution and laws, of the United States, it
may be his duty :to take in reference to
the si,tuation in that State as he .fibee. it
upon succeeding to the,Presideney. -It
would give the President 'great.pleasure
to confer with you in- person, if you, shall
find it convenient to visit Washington,
and' Shall concur with him in thinking,
uikin a conference, the' readiest and best
mdde of placing your views As' to the po
litical situation in your State before him.
He would greatly prefer this direct com
munication of opinion and information
to any other method of ascertaining sour
views upon the *presentcondition and un
media • prospect of public interests: in

communication from you in writing or
through any delegate possessing your

eminent and afflict the people of South

cannot doubt he truly represents the pat

people of the United States. It is im
nossible that the protracted disorder in
the government of any State Can or should
ever fail to be a matter •of lively interest
and solieatude to the people of :the whole
count ry. - ,
In furtherance of the prompt .and safe

ions on the whole subject in such one of
the proposed forms aS may seem tct you
most useful.

It is said that Gov. Hampton will not
go to Washington but will present in
writing, a full and succinct• account of
the election last fall, and the present
c)ndition' of. the . State. Chamberlain
will present his case in person.:
'or the settlement of . the Louisiana'
matter, the President proposes a commis-
sion to be composed of 'eminent men of
both parties who shall go to Louisiana
i s anti 'after an observation of the condition
of affairs make a report, upon which re
port' the President will base his action in
the premises. The difficulty seems to be
finding the proper persons to' act, as the
President has been in telegiaphie corn-
munication with several gentlemen c,n
' the subject of the Commission, but-for
various business, and other reasons they
have declined to act. Among others
mentioned in connection' with the*Com
,mission are flon.E; R. Hoar and Charles
Francis - Adams of Massachusetts, Ben
jamin Itarrison of Indiana, Robert In
gersoll of, Illinois, Thomas A. Hendricks
of Indiana,.'Herschell' V. Johnson of

In fact there are a great many Prominent
gentlemen of both parties who are strong
in the belief that it will have to be aban-
olled altogether ; in which case Metiers.
-Nicholls and Packard will be invited to

President and his cabinet.

ity of voters of Louisiana, so hostile to
any compromise and so apprehensiYe lest
one be made, has written a proclamation
which is to be issued in a few, days; declar
ing that the Commission can affect no
compromise with the - , ,overnment of Loui
siana. He thanks the people for their

support of his. goverritnent. it is likely
that the Nicholls Legislature will 'ad
journ before the arrival of the Commis
sion so as to.
.effectually check the opera
tions of the•proposed plan of adjustment
as underitood 'here. The indignation
mass meeting, has been postponed until
the day of the Commission's arrival, in
order,.as it is said, to show them which
is the real governinent ot_ Louisiana. All
the stores will be : ' closed, businils will be
suspended and the demonstrations will be
made memorable in. the htstory of the
State.
