Bradford county, was burned on the
night of the sth. Nothing saipd. In
surance, $7,000. Incendiary.
• The county of Lnzerne paid to the
eastern penitentiary for the year 1?,75 for
the support of convicts $5,636.26. From
this amount there was deducted • on ac
count of labor done by the convicts $l,-
542.19.
A man named John Mackey was found
in West PittstGu 'last Monday evening cut
in a shocking manner. He died shortly
" after, and a man, supposed to be the :
murderer, has been lodged in jail. The.
Wray took place in a saloon:
• The old Erie freight depot at Elmira
was burned on !Wednesday night. This
building was erected in 1,80, and was
therefore very old, but very useful. The
loss is not very great, although consider
able property beside the building was
destroyed.
One huhdredand. fifty men were dis
charged from the ii. L. & W. carshops
at Scranton on HSaturd&Y, and the wages
of all the others are to be.reduced ten
• per cent. Skilled . mechanics now receile ,
only six or eight dollars a week. The
Men are totally discouraged, and a
.:strike is talked of. •
Mr. Sidney Pitcher, of Orwell, who re
cently ditd in Virginia, was a Member of
the' Owego Lodge, No. 45, of the Order
known as

the Milford ,Herald says tha,t . some three.
weeks since a most disgraceful affair took.

It is reported that almost all the land
bOrdering on the Alleghany, from :Con
derspolrto Olean, "has been leased for
oil purposes. ,
The Allentown Chronicle announces
the sudden , death of Rev. D. B: Ernst on
Siinday last. He dropped suddenly dead
in his garden. - Mr. Ernst was 62 years
old and has been in the ministry , since
1845.
'Elder Evans, the : leader of the Leba
non Shakers, 'has started a graveyard on
a new plan. The graves are to be -tWenty
feet apart, with a tree planted over each,
so that in time there will be a handsome
grove..
Since 1860 the births in Philadelphia
have been 285,750 and the. deaths 271,800.
These figures show that the healthiest
cities cannot maintain their population
without continued reornital from the
country.
The Lehigh Valley railroad company
intend to follow the example set !by some
of the other companies, and , discharge
their locomotive wipers 'and reduce the
allowance of cotton "waste" for engineers
to one pound per day.
The Bloomsburg Republican says: The
last week has been Very fruitful of acci '
'dents on the L. & B. railroad. On Satur•
dapa brakeman fell from the top of a
freight car at Danville and was killed,
and another was killed - on the same day
at Kingston. The strange feature is that
the former lived at Kingston and the
latter at Danville.
The Philadelphia Ledger is of opinion
that there is to be: no renewal of the
railroad war on the opening of naviga•
Sion. Speaking of the,. Pennsylvaina
railroad company, it says that the re
sPecitve managers seem alive to. the
situation, and, it is said, will not allow
themselves to be either cajoled or-driven
into a war, no matter what temporary
advantages may seem attainable by such
a course.
In Easton, Allentown, Lebanon, Lan
' caster, Pittsburg, Middletown, and Louis
burg, where the republicans have had
full sway for years, Democratic Mayors
and Burgesses havebeen elected brhand
some majorities. Even in Philadelphia,
where our republican allies practice more
fraud at elections than in any' other State
in the union, Mayor Stokley's majority
12,000, one year ago, could only be made
to count 2,700 this year, with all the
changing of figures and alterations of
returns that could be made. "Time at
last. sets all things even."

Chorpenning vs, United States. An
appeal from the Court of The
Court affirms the decision .pf . the court
below in this notorious case against the
claimant. The duty devolved upon the
Postmaster General, under the act of Con-
gress, is held to be wholly ,ministerial,
and in o no sense judicial, or that any ar
bitrament, the adjustment having been
made ander special law, renders it in no
wise different from those made daily by
the accounting officers of the , govern
ment under the .general law conferring .
,their powers and prescribing their duties.
The idea that the -Government is- con
cluded .by results at which they niay give
would be regarded as a novelty, within
and without the several departments of
justice. Mr. Swayne delivered the opin
ion.
United States. vs. Martin. Au appeal
froM ►he. Court of Claims. •In this case
it is decided that the act of Congress de
claring "That 8- hours shall constitute a
day's work for all laborers or workmen,
&c., employed by or on behalf of the Gov
ernment of the United estates," is in the
nature of a direction by the United States
to its agents and is not a contract with
laborers to that effect, and does not pre
vqnt officers of the Government from
making agreements with laborers by
which the day's labor may be made more
or less than 8, hours. The. act does not
prescribe the amount of compensation to
be paid for the labor of 8 hours, ur of any
other time. Where a laborer has been in
the habit of working for the Gov ernment
121iours a dav at a compensation of is -
50 per day, aa d - in • answer to his request
is informed that if he wishes to continue
in the service he must continue to work
12 hours per day and receives his pay ac
cordingly, he cannot .afterwards prefer a
claim for additional time over eight , hour
as a day's labor. When On applitatioti is
made for excess of time over eight hours
per day an allowance' is made and any
receiver receipts in full for the amount,
this is a bar to any future claim. This
decision will dispose of a large number
of. cases of similar character having been
put forward as a test. Justice Hunt de
livered the 'opinion.
