    THE WEEK.
Last Thuisday, the Joint Commission
commenced -the work of examining and
counting the Electoral vote. A Wash
ington dispatch thus describes the open
ing'eCene. '‘fthe gra vel then fell and, the
President.pq tem said in his awful, sot.
emn *de: "The meeting of the two
Houses for . couating the votes for Presi,
dent and Vice-President of the United
States will now come to- order." The
irast,audience was at once quiet. Then
the gravel fell again and Mr. Ferry , said:
"In obedience to. the Constitution, the
Senate and House have met to be present
at the opening, _Counting and declaring
of the electoral returiis for President and
Vice-President of the United States for
the term of four years from the 4th of
March. next. In compliance with the law,
the President of the Senate will in pres
ence of , the two flonses and in alphabet
ical order call the States, beginning witti.
Alabama." He,f,hen unlocked the box,
took from it the return of . Alabama, broke
.the
r seal and Said Having 'opened the
certificate from Alabama, the Chair
hands it to the • tellers to be read in . the
prestnce and hearing of both • Houses."
Senator Allison; one of 'the tellers,,coin- -
menced to read the certificate received by
the messenger, whereupow all the.specta
tors in - the rear of the seats on ~ t he floor
rose and remained standing, as if expect
ing objection. But there.. was none at ,
this stage nor any other. When , the du
plicate received by mail was read, !gr.
Conkling rose and suggested that time
could be , saved , by : comparing . , all such
with the.one first read, and the suggest
ion was accepted. . When the reading
was , coticludedit 'took half an hour—
the President 'pro tern. said: Are there
any objections to the' returns from Ala
• barna ?" All eyes were turned upon
Seriator spencer, who had been credited
With intending - an objection, but bele
mainediiilent, and Mr.. Ferry said: "There
are none. The State•of Alabama will be
counted. One of the tellers - will an
nounce the result." • General Cook, of
GeOrgie, then - read the ten. Votes of that
State . forTilden and Hendricks. Arkan
sas went through the same form,' and its
six votes were Counted for Tilden and
Hendricks. California * followed with its .
six votes for Hayes and Wheeler, Colora
do next for the same, Connecticut next.
for.Tilden and Hendricks, and when the
three votes of L Delaware bad been - reached
the convention had occupied just in
hour."

Mr: Ferry, "Are there 'objections to thii
•certificate" ? Mr., Field of Nevi York
preiented his objection to the. first-cer
tificate, signed by Jones (Fla.), Cooper
(Tenn.), McDonald (Ind.), and by Rep
resentatives Field (N. Y.), Tucker (Va.),
Jenkins (Pa.) and- Sprrnger (Ill.) After
the reading of the objections and a eet of
counter objections , to tbe Democratie•re- -
returns,hastily prepared by the Republi!
can managers President pro' Um Ferry
onid :_"Are there ftirtherobjections to the
conning of the votes of' the of State Flo=
rida ?" (After a pause.) "If there be none,
the certificates and papers, together with
other papers accompanying the same, as
well as the objections presented, will now
be transmitted to the Electoral College
Commission for judgment and decision,
The Senate will now withdraw to its
chamber sothat the House may iieparately
' determine the: objections."
The Commission are stil deliberating
and will probably reach a decision to
morrow. • -
The, House . Committee have developed
evidence sufficient !to ,satisfy any man
that Wells and Anderson tiffeied the
eltctoral vote of
_Louisiana for.- sale, de--
manding therefor the sum. of one million
dollars. The testimony of one witness
was;ii detailed account of the offer of this
infamOus Returning Board to certify to
the honest returns of that State fOr Til
den and Hendricks, and not to fraudii
lently report them for Hayes and Whe...l
- for a consideration of $1,0100,000.
J.'S'. Maddock, a Reptiblican internal
Revenue.- agent, represented Wells sand
the board to Col. J. T. Pickett, who was
to raise the money, provided it could be
raised by the Demoarats. He communi
cated with kr. Hewitt, Chairmati of the
National DeMecratic Committee,. who
informed' Col. 'Pickett that it was the
third overture, of . the grind, though this
seemed more authenticated, but, like, the
.
others, he Spurned.% and requested Col.
Plekett _to reply to, thoSe Who started
negotiatiOns through hitti, that the Dem
ocratic party belieVed they had honestly
earned Louisiana; ,and ,dit not propose
to buy themselves throughheeheated
out of that result. . -

We the' undersigned Auditors in and for the county ot Bustpiehanna , met, in pursuance ot
our duties, at the Auditors' Offitiiiii Montrose! on Tuesday, the 2d day ot January, A. D., 1877,
and did audit atekadjust and settle the several ac counts of the Commissioners•and Treasure' et
said county as follows, We find, upon -a thorough examination, in the hands of Henry C.
Tyler, Esq.,.connty Treasurer, Ten Thousand One Hundred and Thirty-Eight Dollars anti Fifty-
Seven Cents ($10,138.57) county balance ; and upcm a thorough investigation of the Commission
ers' accounts , we are satlified that our present board of Commissioners are.making every effort
in their power to reduce the expenditures of the county. We find that for distributing the elec
tion papers, Assessors d4plicates and papers,and the registry books and papers for the year 1872
cost the county s646,lwhile in the Year 1876, for distributing the same, cost the county' $197.50;
and notwithstanding the above encouraging :facts, we find that many of the .Assessora of the
county are charging exorbitant prices for making the assessments; and especially the borough of
Montrose... We find also that - the charges for county advertising are exorbitant.for the times,
and would'auggest to our Commissioners that they use every, means in their power to reduce the
same. And while we tiiid the present board of Commissioners have , made a large reduction in
the salary of their clerk we would recommend a still further reduction if practicable. ..
