He was a tramp, bound Chicitgoward, and as

he boarded the couplers at' the rear of.an in
coming engine, just acrosEi the line in Indiana,
one recent dark and chilly night, he•had faith
to believb that be had a "soft Vibe of it for a
cheap ride. But the conductor; with his eagle
eye and railway lantern, soon espied the mon-,
eyless passenger on his uncushioned and com
fortless seat. Did he order him Off? No.- He
had a deeper , plot. He let him remain,-while

lion, until it reached a great :tank where the

engines stop' to "water p." .
"Now for him," grol ed 'the heattless con
ductor, as he passed to: thil front. E.
"Now for him," he ,maficiously continued, as
be grasped the water-trough 'from , the fireman's
hands and directed it over the back end of the
engine.
"Sow for him?' he ftendiplilhrunted, as he
heard a Noah's deluge pouring over the head
;And down the back of the luckless• tramp.
All grew still, and the conductor ordered
his triiiu on its way, convinced that thele had
drowned the tramp, or at leastlooded him r so
far awt..y, that he could never get back agant -- ,
But when that, conduct)or drove :into the, de-'
pot in the early morning there was a stirprise
in store for him..
"Be you the conductor - ?" inquired a shiver
ing voice at' his elbow, as hOktepped on the
platform. :,
"Yes," said • he, - looking aroU4d d and gazing
upon a; bedraggled, and cinder-Covered man:
"then.l want ter ask yer why yer don't run
around the end of th 4 lake in cumin' inter
town ?"
•"I do," said the conductor. •
"Ter do V exchlimed the man.
"Certninly;" was the
"Wal, gosh I" muttered the stranger in a be
wilderei tone„,"blest if I, didn't think that yer
swum through they lake ' , '
Then the conductor kne that his' tramp
still lived and was waterpr oof.
There is always a feeling Of regret whop we
part forever with objects, nn matter how, hum
ble aid unimportant they may be. how

NOTICE IS HEREBY GIVEN.
That in Article 8, Section 1 of the Constitution, it is
peclared. "Every male citizen twenty-one years of age.
tossessing the following qualitications.shall - be entitled
do -vote at all elections : First-11e shall have been a
citizen of the United States at least one month. Sec
otid.—He small have resided in the State one year, (or if
having previously been a qualified, elector or native
bora citizen-of the State, he shall have removed there
from and returned. then Pix months,) immediately pre
ceding the election. Third.—He shall have resided in
the election.aistrict where he shall offer to vote at least
two mouths immediately preceding the, election.—
Fourth.—.ll twenty-two years of age or upwards. - he
shall have paid within two years a state or county tax,
which shall have been assessed at least two months and
paid at least'one month before the election."
I also makelinown and give notice, as in and by the
13th *cation 'of act of July 2,1871 k - directed, "That
every person except Justices of the Peace, who shall
hold any office or appointment of profit or trust under
the United States, or of this State, or of 'any city or in
corporated district, whether a commissioned officer or
agent, who is,or shall be,employed under the legislative,
judiciary, or executive departlnent of- this . State or
United States, or any city or incorporated district; and'
also that every member of Congress, and 'of the' State
Legislature, and of the Select or common councilof any
city, or commissioners of any incorporated di islet, is
by law incapable of holding or exercising at the same
time, the office or appointment of Judge, Inspector or
Clerk of any election of this Commonwealth, and that
no Inspector or Judge or other officer of any such
election, shall be eligible to any office then to be voted
for."
By the.act of Assembly of July S. 1539, it ie also made
"the nuty of every Mayor. Sheriff, Alderman, Justice ot
the Peace. Constable; of :every city, ecunty;'• township
or district within this Commonwealth, whenever called
upon by any officer of an election, or bs three qualified
electors thereof to clear any window or avenue to the
window of the place of General Election which shall be
obstrueted in such a way as to prevent voters from ap,
preaching the same; and it shall be the duty of every
respective Constable of such ward, district or•township
within this commonwealth, to be present in person or
toy Deputy, at the place of holding elections, in
such ward, district or township for the purpose of
preserving the peace as aforesaid "
Also that in' the 4th section of the act of Assembly
entitled ".An act relating to executions and fur other
purposes." approved April 16. 1840, it is enacted that
the afoseettid 18th section, "shall not be construed' as
to prevent any militia officer or bormigh officer from
serving as Judge, Thspector or Clerk at any general or
specialolection in this Commonwealth."
• By an Act of Assembly, approved the 17th day of
April, 1869, it is enacted that at "all elections hereafter
held under the laws of this Commonwealth, tlos polls
'shall be opened between the hours of six and seven
o'clock, a.rn., and close st 7 o'clock. u. m.
By the act of Assembly of March 30. 1806, it is en
acted as follows :
SEcTON I. Be it enactea hy:the Senate and louse
Of Representatives ot the Commonwealth of Pennsyl
vania in General Assembly met, and it is hereby evict
ethby the authority of the same. That the qualified
voters of the several counties of. the Commonwealth,
at all . general, township, borough, and special elections,
are hereby, hereafter, authorized and required to vote,
by tickets, printed, or written, severally classified as
follows; One ticket shall embrace I the names of all
judges of courts Voted for, and to be tabled. outside,
"judiciary ;" one ticket shall embrace the names of all
state officers voted for, and labeled, "stale ," one ticket
shall embrace the names of all county officers voted for,
including office of senator, member, and members of
Assembly, if voted for, and members of congress, it
voted fur, and be labeled, "county;" one ticket shall
embrace th • rames of all townehip officers voted for,
and be labeled "township:" one ticket shall embrace the
names ol all borouolt officer* voted for, and shall be
labeled "borough ; S and each class shall be depeeited in
,separate ballot-boxes."
WHEnEas, The Fifteenth Amendment of the Con
stitution of the United States is as follows:
stcriou 1. The right of citizens of the United
States to vote shall not be denied or abridged by, the
United States, or by any State. on account of race, colors
or previous condition of servitude."

And Whereas, The Congress of the United States, on
the 31st day of March, la7o. passed an act, entitled—
"An Act to en{ force the right of citizens of the United States
to vote in the several States of this Union, and for other
purposes." the first and second sections, of which are as
follows:
SEcTIoN I. Be it enacted by the Senate and Rouse of
'Representatives of the United States of America in Con
gress assembled, That all ,citizens of the United States
who are, Or shall be otherwise qualified by law to vote
at any . election by the people..in any State, Territory,
district, county, city. parish, thwnsip. school district,
municipality or other territorial sub divisions, shall he
entitled and allowed to vote at all such elections; with
out distinction of race, or color, or previous condition
of servitude •, any Constitution, law, custom, usage,
regulatien of any State or Territory, or by, or under its
authority, to the eoutrarynotwithstand
"Banton 2,And be it further enacted, Thst if by or
under the autnority of the Constitution or laws of any
State. or the laws of anYsTerritory, any act is or shall
be required to be done as a prerequisite or qualidmtion
for voting; and by such Constitution or law, persons or
officers are or shall be ehargeo with the performance of
duties in furnishing.te citizens an opportunity- to per
form such prerequisite, or to become quailified to vote,
it shall be the duty of.,:e.very such person and officer o
give to all citizens of !.the Unite ',States the same. d
equal opportunity to perform such prereqiesite and to
become qualified to vote without distinction of race col
or, or previous condition of servitude; an 6 if any each
person or officer shall refuse or knowingly omit to go;b
fur reflect to this section, he shall, for every such offence,
forfeit and pay the stun of five hundred dollars to the per
son aggrieved thereby, to be recovered by an action on
tilt care, with full coats and such en allowance for coon
se! tees as the court shall deem just, and shall also, fen
every such offence,' be deemed guilty of a misdemeanor.
and shall on conviction thereof, be fined not less thax
five hundred dollars, or be imprisoned not less than one
month and hot more than one year, or both, at the dis
cretion of the court." ' .
- An .1 whereas, It is declared by the second section of
the VI article of the Constituttou of the United States,
that "This Constitution, and the laws of the Voited
States which shall be made in pursuance thereol,• AM/
be the supreme law of the land, * * * anythit gin
the Constitution or laws of any States' to the contrary not
withstanding.
And whereas, The Legislature of this Commonwealth,
on the 6th day of April, A. D., 1870, passed an act. en
titled "A further supplement to the act relating to elect
tions in this Commonwealth," the tenth section of
which provides as follows :
—Section to, That so much of every act of Asiembly
as provides that only white freemen shall be entitled tt
vote or to be registered as voters. or as claiming to vote
at any generator special election of this Commonwealth.
be and the same is hereby repealed, and that hereafter
all freemen. without distinction of color, shall be enroll
ed and registered according to the provisione of, the
first section approved April 17th, 1869. entitled "An Act
further supplemental to the act relating to the elections
of this Commonwealth," and whin otherwise qualified
ender existing laws, be entitled to vote at all general
and special elections in this Commonwealth."
The said above recited amendment and acts must be
exec!' ted. and obeyed by ail assessors, registers of vo
ters, election officers, and others, that the sights and
privileges guarranteed thereby may be,secured to all the
citizens of this Commonwealth entitled to the same.
By the 13th sectiou of the act of Assembly' of Jam%
ary 30, 1.674,it is enacted that as moon as the polls shall
close, the officers of election shall proceed to coant all
the votes cast for each tandidatavoted for, and make a
Ain return of the same in triplicate witiutraturn sheet
in audition. in all of which the votes received each,
_candidate shall be given after his or her name, first in
words and again in figures, and shall be signed by all
of said bilkers and certified by overseers , if any , or it
not so certified, the overseer, and any officer refusing to
sign or certify, or either of them, shall write upon
each of the returns his or their reasons for not signing
or certifying them. The vote, as soon as counted,snall
also be publicly and fully declared from the window to
the citizens present, and a brief statement showing the
votes . received by each candidate shall be made and
signed by the election officers as soon as the vote is
counted. and the same shall be immediately posted up
on the door of the election house for information of
the public. The triplicate returns shall be enclosed in
envelopes and be • sealed in presence of :the officers,
and one envelope, with the unsealed return sheet;given
to the judge which shall contain oue list of voters . ,
tally paper, and oaths of officers, and another of said
envelopes shall be given to the minority inspector. All
judges living within twelve miles of the prothonotary's
office; or within twenty-four miles, if their residence
-be in a town, village, or city upon the line of a railroad
leading to the county seat shall, before two o'clock
post Meridian of the day after the election, and all the
other judges shall,before twelve o'clock meridian of the
second day after the election, deliver said return, to
gether with return sheet, to the Prothonotary of the
Court of Common Pleas of the county which said re
turn sheet shall be filed, and the day and hour of tiling
marked thereon, and Shall be pr‘serl - ed by the Prothon
otary for public inspection. At twelve ) I clock on the
said second day following any election, the Prothono
tary of the Court of Common Pleat shall present the
said returns to the said Court. * * * *
The .returns presented by the Prothonotary shall be op
ened by said Court and computed by suckof its officers
and such sworn assistants as the Court shall appoint,in
the presence of the judge or judges of said Court, and
the returns certified, and certificates of election issued
undef the seal of the Court as is now required to be
done by return judges ; and the vote as so compu
ted and certified shall be made a matter of record in
said Court. The sessions of said Cotirt are open to the
public. * * * * * And the other of
said triplicate returns shall be placed in the box and
sealed up with the ballots. *. * * * *
Whenever a place has been or shall be provided by the
authorittes of any cif. county, township or' borough
for the safe keeping o. the ballot boxes, the .jud,, , re and
minority inspector shall after the election' shall be fin,
ished,and the ballot: box or boxes containing the tick
ets, list of - voters, and other papers: have been securely .
bound with tape and sealed and the signature of the,
judgcand inspectors affixed thereto, forthwith deliver,
the same, together with the remaining boxes, to the
Mayor and Recorder of such city, or in counties, town ,
ships or boroughs to such person or persons as the
Court of Common Pleas of the proper county may des
ignate, at the place provided as aforesaid, who shall
then depo4it the said boxes and keep the same to an
swer the call of any Court or tribunal authorized to try
the merits of such election.
Given under my hand at my office, in Lie Borough of
Montrose, the 9th day of October. Anno Domini 18'76,
and in the year of the Commonwealth the ninety-ninth.
