In speaking '
of the State Legislature,
which adjourned on Friday last, the Pa
triot says that no candid judgeinent can
`be passed upon.the work of the session
until the body of the laws which have
been enacted , are ,collectively considered:
It will then be fonnd that the legislature
if .1876 has exercised a caution . and con=
servatism for which it has obtained very
little of the public credit it deserves: \
The .most important Lill which was
acted upon was undoubtedly that divert-`t
ing revenue from tl]e sinking fad for
the payment of curreut li expenditures.—
For many years: . past , 'the sinking fund
has been an un:iveildy 'nd unnecessary
,burden upon the people it the state.—
Intended to,be sufficiently. large to pay
the interest on the state debt and a quar
ter of a million dollars yearli of the .
Principal, it had grown so corpulent' that
it diminished the state debt at such a
rate as to be burdensome 'to taxpayers,
, _
and at the same time furnish a danger
ously large fund in tie hands of fiduci
ary agents subject to,' 'dangerous maniput
lation for private or party purposes. The
operations of , the sin in fund had been
so eatisfaetory, in reducing the debt of
the state that any diversion of ;
,its rev
enues was regarded by the people With
suspiaion. The legislature,, however,
wisely resolved to apply a part of the rec d
enue not, needed kor the redemptlon of
the public delA to the expensei of gov
ernmeut rather:than to impose new tax
es at a time of gine!ial 'pecuniary strin
&encl. This , ias a wise decision. • The .
revenues of the (inking fund are dill
sufficient for every iurpose demanded by
thigood faith of the state to its credit
ors. •
The abolition of the fee system by the
Constitution was a sore ° stroke for Repub
lican officials and for two sessions of the
legislature was held in abeyance, frit 'by
delay :IA afterward by executive ,inter
posttinti. It is noW i incorporated into
the body of the law and the people may
*loon hope to reap, the benefit of their
own act in adopting the constitution, in

The following is the text of an act
which has passed both houses, and been
signed by the. Governor, and to therefore,
a law: •
In all eases in which. judgment shall
have been rend:-red by any justice of the
peace or alderinan in this commonwealth
for wages of manual labor that before
the defendant be entitled -to .an appeal
frnm the judgment or the justice or kdder-!
man, he or' ,his agent or -attorney

make oath or affirmation that the appeal
is not intended for the purpose of delay,,

Bergen Tunnel, on the D. L. a W. Rail
road, last night., It {was felt for titan'
miles around and,cauffed great destruc
tion of glass both here and in New York.
Panes were blown out', even in the New
YOrk Postotrice.

flame shot up from: the hrow of the , hill
at ;the New Bergen Tunnel, and a fear
ul explosion followedishattering windows
and rocking houses for miles. Thou
sands of people gathered_ at the ..pot.
The magazine of giap( powder anti nitro
glycerine had blown inp, leaving , a hole
in which . 400 0r,500 ;people could stand.
Not a vestigate of the magazine was left.
Thousands of `clonal* worth of glass in
houses/here and in New York were de
stroyed. '
The explosion, it is said, was caused by
the tunnel striker:3.- IThe excitemen t was
intense and the wildst repOris prevailed.
There were stored in the building
3'0,000 nitro .glycerine cartridge's, and'the
explosion was the most terrific that ever
occurred in this vicinity. The windowsof
houses within a radius of a mile or more,
Were shattered by ;the concussion. In
many places the walla and ceilings were
thrown" downouid many liousea will have
to be pulled down. I,
The Post office blinding was shaken
from cellar to roof and several large
panes of glass were broken. When the
night clerks heard ;the concussion they
thought the huge, building was toppling
over, and they were almost panic strick
en.

All the windows ' in the Erie It IL paint
Shop, more than a mile away were com
pletely demolished. Many persons

to cars were knocked down by the con
cussion.
